  1. By virtue of the increase in the risk of vehicle- to- vehicle and vehicle- to- pedestrian conflict that the proposal would create, due to the inability to provide the required pedestrian visibility splays within the red line of the site, and the proximity of the proposed access to the junction between St George Avenue and Southfields Avenue (less than the required 10m), the proposed development would be harmful to both highway and pedestrian safety. The insufficient size of the proposed parking space further highlights the shortfall in the acceptability of the application, potentially increasing pedestrian safety issues. Individually and cumulatively, the deficiencies in the proposed development would have an adverse impact upon driver and pedestrian safety. The proposed development is therefore contrary to Policy LP13 of the Peterborough Local Plan (2019) and the National Planning Policy Framework (2026).
