Planning conditions
  1. C27 - Delivery, Servicing and Waste Management and Routing Plan No building hereby approved shall be brought into use until a Delivery, Servicing and Waste Management and Routing Plan for the lifetime of that building has been submitted to and approved in writing by the Local Planning Authority. The Routing Plan shall detail measures to ensure that all service, delivery and other goods vehicle routing shall solely be via the A15 London Road / The Serpentine Roundabout and to prevent any service, delivery or other goods vehicles entering or leaving the site via Hampton Avenue. The approved Delivery, Servicing and Waste Management and Routing Plan shall be implemented in perpetuity. Reason 1: In the interests of the safety and convenience of users of the local highway network and in order to avoid any severe residual impacts on the highway network, in accordance with Policy LP13 of the Adopted Peterborough Local Plan (2019) and paragraph 115 of the National Planning Policy Framework (December 2023). Reason 2: In order to safeguard the amenities of nearby residential occupiers, in accordance with Policy LP17 of the Adopted Peterborough Local Plan (2019). Plans and documents submitted in support of the discharge of C27: - Delivery, Servicing and Waste Management Plan Assessment: Having reviewed the submitted plan and in consultation with the Local Highway Authority, the Officer agrees that the proposed details are acceptable and are in line with the Council's Local Plan policy LP13. The information submitted states that delivery hours will be between 07:00 to 22:00 hrs Mondays to Saturdays 09:00 to 12:00 hrs on Sundays. This is in line with hours of use as noted in planning condition C23. The information also anticipates one delivery per day with two deliveries at peak times and shows the routing plan in Figure 1 with the route via the A15 roundabout and avoiding Hampton Avenue as required by this condition. The proposed routing would also ensure that residential amenity would not be compromised by the activities this condition seeks to protect. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 27 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 27 is hereby discharged, subject to implementation in accordance with the approved details.
