Planning conditions
  1. C5: All ventilation of steam and cooking fumes to the atmosphere should be suitably filtered to avoid nuisance from smell, grease or smoke to persons in neighbouring or nearby properties. Details of the nature and location of such filtration equipment should be submitted to and agreed in writing by the Local Planning Authority before installation and should be installed before the use of the premises commences. Reason: In the interests of protecting future occupier residential amenity in accordance with Policy LP17 of the Peterborough Local Plan 2019 and paragraph 187(e) of the National Planning Policy Framework 2024. Plans and documents submitted in support of the discharge of C5: - Odour Abatement Strategy (Dated 29 June 2026). - Control of Odour and Noise from Commercial Kitchen Exhaust Systems Technical Note (Dated August 2026). Assessment: The Morgan Sindall Technical Statement ref: PM TMP MCS STD Rev 1 advises that the efflux velocity is 10 m/s, includes grease baffles and fine particulate filters, describing the possible impact of adverse odour as low. Environmental Health accept the details submitted and their response is made on the understanding that responsibility for ensuring the odour abatement scheme is acceptable for the proposed used rests primarily with the developer and that this response has been determined on the basis of the information available. The development will be implemented in accordance with the approved plans and technical recommendations from manufacturers. Conclusion: The details submitted relating to condition 5 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 5 is hereby discharged, subject to implementation in accordance with the approved details.
  2. C13: Prior to installation of CCTV, details of the CCTV (free-standing or building-mounted) shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details and the security measures shall be implemented prior to the first use. Reason: In the interests of visual amenity of the area and biodiversity, in accordance with Policy LP16 and Chapter 12 of the National Planning Policy Framework (2024). Documentation submitted in support of C13: - Technical Submission (Reference: 50CC04-SBS-50-XX-T-OE-2008) P01. - External CCTV Field of View Layout (Reference: 50CC04-SBS-30-XX-D-ME-7115) C01. Assessment: Having reviewed the submitted documentation, the mounted CCTV would have a field of view of all access and egress point to the east of the school and is considered to be acceptable. The Designing Out Crime Officer have not raised any concerns. As such, the detail submitted is acceptable and meets the requirements of C13 in ensuring enhanced security for the public areas associated with the primary school. Conclusion: The details submitted relating to condition 13 are acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 13 is hereby discharged.
