Details of the landscaping (hereinafter called 'the reserved matters') shall be submitted to and approved in writing by the Local Planning Authority before any development takes place and thereafter the development shall be carried in accordance with the details approved. Reason: To ensure that the development meets the policy standards required by the development plan and any other material considerations including national and local policy guidance.
Plans and particulars of the reserved matters referred to in condition 1 above, relating to landscaping shall be submitted in writing to the Local Planning Authority and shall be carried out as approved. Application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of from the date of planning permission 25/00290/OUT, granted on 11 December 2025. Reason: In accordance with the provisions of Section 92 of the Town and Country Planning Act 1990 (as amended).
The development hereby permitted shall be begun either before the expiration of five years from the date of planning permission 25/00290/OUT, granted on 11 December 2025, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later. Reason: In accordance with the provisions of Section 92 of the Town and Country Planning Act 1990 (as amended).
No development shall take place until a Habitat Management and Monitoring Plan addressing the creation of mitigation and compensation habitat as outlined within the Ecological Impact Assessment and Biodiversity Metric. The HMMP shall include the following: a) Purpose and conservation objectives for the proposed works. b) Review of site potential and constraints. c) Detailed design(s) and/or working method(s) to achieve stated objectives. d) Extent and location/area of proposed works on appropriate scale maps and plans. e) Type and source of materials to be used where appropriate, e.g. native species of local provenance. f) Timetable for implementation demonstrating that works are aligned with the proposed phasing of development. g) Persons responsible for implementing the works. h) Details of initial aftercare and long-term maintenance. i) Details for monitoring and remedial measures. j) Details for disposal of any wastes arising from works. The HMMP shall be implemented in accordance with the approved details and all features shall be retained in that manner thereafter. The use of the recently released Habitat Management and Monitoring Plan Template (HMMPT) would be acceptable in order to demonstrate how the habitats responsible for demonstrating a Biodiversity Net Gain are created, managed and monitored. Reason: In order to ensure the development provides biodiversity net gain in accordance with Policy LP28 of the Adopted Peterborough Local Plan (2019) and the National Planning Policy Framework (2026).

The development hereby permitted shall not begin unless and until a biodiversity net gain plan has been submitted to and agreed in writing with by the Local Planning Authority which biodiversity net gain plan shall address the following matters: (a)information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the onsite habitat and any other habitat, (b)the pre-development biodiversity value of the onsite habitat, (c)the post-development biodiversity value of the onsite habitat, (d)any registered offsite biodiversity gain allocated to the development and the biodiversity value of that gain in relation to the development, (e)any biodiversity credits purchased for the development, and (f)such other matters as the Secretary of State may by regulations specify. Thereafter, the development shall be carried out in accordance with the agreed approved details. Reason: In accordance with the requirements of Schedule 14, Part 1 of paragraph 14 of the Environment Act 2021, Policy LP28 of the Peterborough Local Plan (2019) and Chapter 19 of the National Planning Policy Framework (2026).
No development other than groundworks and foundations shall take place unless and until details of all external materials have been submitted to and approved in writing by the Local Planning Authority. The details submitted for approval shall include the name of the manufacturer, the product type, colour (using BS4800) and reference number. The development shall not be carried out except in accordance with the approved details. Reason: For the Local Planning Authority to ensure a satisfactory external appearance, in accordance with Policy LP16 of the Peterborough Local Plan (2019) and Chapter 14 of the National Planning Policy Framework (2026).
No development shall take place until a Construction Traffic Management Plan has been submitted to and approved in writing by the Local Planning Authority. The Construction Management Plan shall include but not be limited to the following:- a) A scheme of chassis and wheel cleaning for all construction vehicles to include the details of location and specification of the system, together with hard surfacing laid between the apparatus and public highway in either concrete or tarmacadam, to be maintained free of mud, slurry and any other form of debris whilst in use. A contingency plan including if necessary the temporary cessation of all construction operations to be implemented in the event that the approved vehicle cleaning scheme fails to be effective for any reason. b) Haul routes to the site c) Hours of delivery. d) Banksman to ensure that vehicles can access the site upon arrival to ensure that there is no queuing on the public highway. e) Details of site compounds, storage area and contractor and visitor parking. f) Details of any temporary lighting which must not directly light the public highway. The development shall thereafter be carried out in accordance with the approved Construction Traffic Management Plan. Reason: In the interests of highway safety in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework (2026). This is a pre-commencement condition as the CTMP needs to be in place before works start on site.
No demolition/development/change of land use or other work shall take place/commence until an archaeological mitigation strategy, including a Written Scheme of Investigation (WSI), has been submitted to, and approved in writing by, the Local Planning Authority (LPA). The WSI shall fulfil the requirements specified in a Brief issued by the Archaeology Services. Thereafter, for land that is included within the WSI, the demolition/development/change of land use or other work shall not take place except in complete accordance with the approved WSI. The approved WSI shall be implemented in full. The WSI shall detail the programme of archaeological work and include the statement of significance, research objectives, the programme and methodology of site investigation and recording, and the nomination of a competent person(s) or organisation to undertake the agreed works, with timetables and any phasing of work. It will also detail the programme for post-investigation assessment and subsequent analysis, publication and dissemination, and deposition of archival materials. This condition may be discharged in stages but shall not be fully discharged until the whole mitigation strategy set out in the WSI has been fulfilled to the satisfaction of the LPA. The typical stages for discharge are as follows: 1 - Submission and approval of the WSI 2 - Completion of the agreed fieldwork and post investigation assessment, as applicable 3 - Reporting/publication 4 - Archiving Should significant remains be encountered in the course of the fieldwork, the LPA shall be informed, and the applicant shall ensure that any such exposed remains are undisturbed until their significance can be determined and consideration of their reburial/retention in situ or other mitigation is addressed. Reason: To secure the requirement of the planning applicant or developer to mitigate the impact of their scheme on the historic environment, and to ensure investigation, recording, reporting and presentation of archaeological heritage assets affected by their scheme, in accordance with Policy LP19 of the Peterborough Local Plan (2019) and Chapter 20 of the National Planning Policy Framework (2026). This is a pre-commencement condition as the WSI must be submitted and approved before any demolition/development change of land use or other work takes place.
a) No development other than groundworks and foundations shall take place unless and until provision has been made for fire hydrants in accordance with a scheme to be submitted to and approved in writing by the Local Planning Authority. The scheme shall thereafter be implemented in accordance with the approved details. b) Prior to the first occupation of any dwelling (or building where appropriate) to be served by the scheme, written confirmation shall be submitted to and approved in writing by the Local Planning Authority that the scheme has been implemented in full and is certified as being ready for use. Reason: In order to ensure that sufficient resources are available for fire-fighting, in accordance with Policies LP16 and LP17 of the Peterborough Local Plan (2019) and the National Planning Policy Framework (2026).
Prior to the first occupation or commencement of use, the cycle parking shall be provided in accordance with drawing '2311-LO12-P2 Proposed Cycle Storage'. This area shall thereafter be retained for the purposes of cycle parking in connection with the development in perpetuity. Reason: In the interests of highway safety and to encourage travel by sustainable modes, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and the National Planning Policy Framework (2026).
Prior to first occupation or commencement of the vehicular access shall be laid out and completed in accordance with drawing ITL19557-GA-005 Rev H and retained in perpetuity. (This includes widening Elm Friars Close, creation of the 3 x visitor parking bays, bin store and 2m wide footway leading from Peterborough Road to the site entrance). Reason: In the interest of highway safety, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework (2026).
Prior to occupation of development the Bin Collection Point shown on drawing no. Site Layout 'L002 Rev P17' and shall be provided within the site for the storage of refuse bins and retained thereafter. Reason: In the interests of future occupier amenity, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and Chapter 14 of the National Planning Policy Framework (2026).
Prior the first occupation or commencement of use, the pedestrian visibility splays shall be provided on both sides of the access to 221 Peterborough Road. The splays shall measure 2m x 2m. The visibility splays shall thereafter be retained and kept permanently clear of all obstacles above 600mm in height. Reason: In the interest of highway safety, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework (2026).
Prior to occupation or the commencement of the use, the parking and turning shall be provided to enable vehicles to enter, turn and leave the site in forward gear and park clear of the public highway. The area shall be delivered in accordance with drawing 2311-L005 P3 Proposed Block Plan and thereafter retained for that specific use in perpetuity. Reason: In the interest of highway safety, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and the National Planning Policy Framework (2026).
In accordance with the Framework Travel Plan (BC/DW/ITL19557-005C R 08-May-2025), each flat shall have a Sustainable Travel Information Pack (STIP) available prior to occupation. The STIP must comply with the visions of the Travel Plan, in particular it shall include but not be limited to the details outlined in Section 2.3 of the Framework Travel Plan and confirm the Travel Plan Coordinator responsible for the development. The development shall be occupied/operated in accordance with the approved Framework Travel Plan. Reason: In the interests of promoting sustainable transport to and from the development, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework (2026).
The development shall be carried out in accordance with the submitted Noise Assessment (Hawkins Environmental, H4082 - NV - V5, January 2025) and the mitigation measures it details. The rating level of plant noise emitted from the site shall not exceed 49 dB LAeq, 1 hour between 07:00 and 23:00 and 39 dB LAeq, 15 minutes at any other time. The noise levels should be determined at the nearest noise sensitive premises. The measurements and assessment should be made according to BS:4142:2014. Reason: In order to safeguard the amenity of neighbouring properties, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework (2026).
The development shall be carried out in accordance with the submitted SuDs & Detailed Drainage Strategy prepared by Envi Consult (ref. Project: EC-2024-DD-001) (received. 07.03.25) and the mitigation measures it details. These mitigation measures shall be fully implemented prior to occupation and shall be retained and maintained thereafter throughout the lifetime of the development. Reason: To reduce the risk of flooding to the proposed development and future occupants in accordance with policy LP32 of the Peterborough Local Plan (2019) and Chapter 18 of the National Planning Policy Framework (2026).
The north side of the first and second floor balconies serving the rooms annotated as ''Quiet'' on the approved floor plans, as well as the east side of the first and second floor balconies serving the rooms annotated as ''Lounge'' on the approved floor plans shall be fitted with full height and width obscure glazing panels. Details of which shall be submitted to and approved prior to completion of the development. The approved panels shall be fitted prior to occupation and retained as such thereafter. Reason: To ensure the amenity of neighbouring occupiers is protected, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and the National Planning Policy Framework (2026).
If, during development, contamination not previously considered is identified, then the Local Planning Authority shall be notified immediately, and no further work shall be carried out until a method statement detailing a scheme for dealing with the suspect contamination has been submitted to and agreed in writing with the Local Planning Authority. The development shall thereafter not be carried out except in complete accordance with the approved scheme. Reason: To ensure potential risks arising from previous site uses have been fully assessed in accordance with Policy LP33 of the Peterborough Local Plan (2019) and Chapter 17 of the National Planning Policy Framework (2026).
