Discharge of condition C18 (access scheme) of planning permission 23/00843/FUL Within 3 months from the date of this permission, a scheme for road/footway line marking and signage improvements to the access road for pedestrians and cyclists shall be submitted to and agreed in writing by the Local Planning Authority. The approved scheme shall thereafter be implemented prior to the first occupation of the development hereby approved and maintained as such thereafter. Reason: In the interest of promoting sustainable transport and development in accordance with Policy LP13 of the Peterborough Local Plan (2019) Documents/details: -Site Access Improvement Strategy – Drawing PC4838-RHD-GE-XX-DR-TP-0004-P01 -Swept Path Analysis 8x4 Large Refuse Vehicle – Drawing PC4838-RHD-GE-XX-DR-TP-0055-P03 -Swept Path Analysis Small Refuse Vehicle – Drawing PC4838-RHD-GE-XX-DR-TP-0054-P03 Assessment: The Local Highway Authority have been consulted on this application and raise an objection. While the submission includes proposals for signage, road markings, pedestrian facilities and traffic management measures within the access road, the Local Highway Authority has identified a number of outstanding concerns and requests for further clarification and amendments. As submitted, the scheme does not demonstrate that it provides an acceptable arrangement for pedestrians and cyclists. In particular, concerns remain regarding the effective width of the north-west footway, which is reduced by the proposed bollards to approximately 1.0m over a significant length, contrary to Inclusive Mobility guidance. Further amendments are required to ensure a consistent and accessible pedestrian route or to revise the bollard arrangement. Furthermore, the pedestrian connection between the access road footway and the internal car park footway, which does not maintain a consistent 1.5m width throughout its length. Concerns also remain regarding the unnecessary provision of tactile paving at private accesses, which should be removed. Additionally, the proposed cycle symbol road markings, which may cause confusion for drivers and should be omitted. Also, the design of the access junction and raised table crossing requires amendment to provide a splayed access arrangement consistent with the Peterborough Estate Road Construction Specification 2025. The swept path analysis drawings does not adequately show the position of existing trees in the vicinity of the access junction. Concerns also remain regarding the need for swept path analysis to be undertaken using the standard Olympus 23W refuse vehicle, with further clarification required regarding the refuse vehicle type currently assessed. Insufficient evidence has been provided to demonstrate that the proposed speed limit signage will remain clearly visible to approaching drivers, or alternatively justification as to why such signage is required having regard to the access geometry and traffic-calming measures proposed. Given the above, the LPA is not satisfied that the submitted scheme adequately addresses the requirements of Condition 18. Significant amendments and additional information are required before it can be concluded that an acceptable scheme for road and footway markings and signage improvements for pedestrians and cyclists has been secured and that the scheme accords with Policy LP13 of the Peterborough Local Plan (2019). Conclusion: Condition 18 is not discharged.
