Subject to the imposition of the attached conditions, the proposal is acceptable having been assessed in the light of all material considerations, including weighing against relevant policies of the development plan.
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended).

Prior to occupation of the development hereby permitted a noise mitigation scheme for rooms 4, 12 & the communal Room 3, shall be submitted to and agreed in writing with the Local Planning Authority. The scheme shall provide appropriate mitigation on the shared walls between the bedrooms of the units and the neighbouring communal room. The approved noise mitigation scheme shall be implemented prior to first occupation of any unit/room to which it relates and shall thereafter be retained and maintained as such in perpetuity. Reason: In the interest of providing satisfactory amenity for future occupiers, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and the National Planning Policy Framework 2026.
Prior to occupation and use a glazing scheme for only the windows specified for replacement, shall be submitted to and approved in writing by the Local Planning Authority. Where overheating is an issue the scheme shall be developed in accordance with the Approved Doc O and where appropriate the Acoustic Ventilation and Overheating Residential Design Guide. Thereafter the development shall be implemented in accordance with the approved details, prior to the occupation and shall thereafter be retained and maintained as such in perpetuity. Advisory: Closed windows and a southerly orientation signifies that the impacts of overheating are of concern. Glazing and ventilation both influence the extent of overheating therefore the glazing scheme shall be considered in conjunction with the ventilation scheme. Reason: In the interest of providing satisfactory amenity for future occupiers, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and the National Planning Policy Framework 2026.

Prior to the commencement of development, details of the foul water drainage shall be submitted to and agreed in writing with the Local Planning Authority. This shall include, details to outline any reduction in foul flow in the form of a quantitative analysis involving numeric comparison between existing flow volume from the site, against the anticipated flow volume from the proposed development. The drainage strategy shall be implemented in accordance with the details submitted and approved. Reason: To ensure that adequate foul water treatment and disposal already exists or can be provided in time to serve the development; in accordance with Policy LP32 of the Peterborough Local Plan 2019 and the National Planning Policy Framework 2026.
The existing access as shown on drawing 'Floor Plans F007-DR-A06 Rev F'; shall be permanently closed to vehicular traffic before the occupation of any of the rooms hereby approved. Furthermore, the cycle parking provision as shown on drawing Floor plans F007-DR-A06 Rev F'; must be implemented and operational prior to the first use and closure of the vehicular access. The gates currently serving the vehicular access must be permanently shut and only the pedestrian access shall be left operational. Reason: In the interest of highway safety, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and the National Planning Policy Framework 2026.
Before the development hereby permitted is first occupied, the proposed southern window serving room 11 living area shall be infilled as demonstrated on drawing Floor Plans F007-DR-A06 Rev F and the remaining southerly windows for room 11 and room 19 shall be obscure glazed to a minimum of Pilkington Level 3. The obscure glazing shall be continuous and shall not incorporate any clear glazing features. The window(s) shall subsequently be retained as such in perpetuity. Reason: In order to protect the amenities of neighbouring occupants, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and the National Planning Policy Framework 2026.
Normal and reasonable working hours for building sites are considered to be from 8.00 a.m. to 6.00 p.m. Monday to Friday, from 8.00 a.m. to 1.00 p.m. on Saturday and not at all on Sundays or bank holidays. If any activities take place on the site beyond these times, causing a statutory nuisance, then you may be at risk of action by the Council requiring these activities to cease.
