Decision & conditions

Refused

Planning conditions
  1. The proposal represents an unjustified expansion of a commercial vehicle repair business within the countryside. By reason of its scale, form and increased commercialisation of the site, the development would harm the character and appearance of the rural landscape and the open nature of the countryside, has not demonstrated accessibility by sustainable transport modes, and is unsupported by a robust business case demonstrating need and long-term viability. The proposal therefore fails to comply with Policy LP11 of the Peterborough Local Plan (2019) and Sections 4 and 7 of the National Planning Policy Framework (2026).
  2. By virtue of scale, massing, and design, the proposal would undermine the character and appearance of the host dwelling, application site and surrounding area. The development fails to integrate appropriately within and respect its context as well as the wider Landscape Character and does not represent appropriate quality or sensitive design. As such, the proposal is considered unacceptable and does not accord with LP16 and LP27 of the Peterborough Local Plan (2019) and Section 14 and 19 of the National Planning Policy Framework (2026).
  3. Insufficient information has been provided to demonstrate that the proposal would provide adequate parking, servicing and turning facilities to serve the operational requirements of the expanded commercial use and therefore, the Local Planning Authority cannot be satisfied that the development would not result in harm to highway safety. The proposal is therefore contrary to Policy LP13 of the Peterborough Local Plan (2019) and Section 15 of the National Planning Policy Framework (2026).
