  1. The proposal as submitted was not in accordance with local and national planning policy. The local planning authority have worked with the applicant in a positive and proactive manner based on seeking solutions to problems arising in relation to dealing with the planning application. Amendments were discussed and agreed with the applicant to bring the proposal into compliance with policy, and the application can therefore be approved in accordance with Paragraph 38 of the National Planning Policy Framework (2024).
  2. The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended).
  3. The development shall be completed in accordance with the following approved plans: -Location, Existing and Proposed Block and Floor Plans Plan (Drawing Number: J26199/PL01B) Reason: To define the permission and for the avoidance of doubt.
  4. Prior to occupation or the commencement of the use, the parking and turning shall be provided to enable vehicles to enter, turn and leave the site in forward gear and park clear of the public highway. The area shall be delivered in accordance with drawing ‘Location, Existing and Proposed Block and Floor Plans Plan’ (Drawing Number: J26199/PL01B) and thereafter retained for that specific use in perpetuity. Reason: In the interest of highway safety, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Paragraph 115 of the National Planning Policy Framework 2024.
  5. The development shall be carried out in accordance with the submitted ‘Noise Assessment and Statement’ (June 2026, compiled by Taylor Planning and Building Consultants) and the mitigation measures it details. The measures detailed in the report shall be retained and maintained thereafter throughout the lifetime of the development. Reason: To safeguard the noise environment of the surrounding locality, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and paragraph 187(e) of the National Planning Policy Framework (2024).
