Condition 5 (Design and Layout of the Cricket Pitch) – DISCHARGED Condition No development of the 3G Artificial Grass Pitch shall commence until details of the design and layout of the cricket non turf pitch, including showing the cricket creases placed at 4.94m, have been submitted to and approved in writing by the Local Planning Authority after consultation with Sport England. The cricket non turf pitch shall not be constructed other than in accordance with the approved details and the pitch shall remain in perpetuity. Reason: To ensure the development is fit for purpose and sustainable and to accord with Policy LP30 of the Peterborough Local Plan (2019) and Paragraph 104 of the NPPF (2024). Approved Documents - NON TURF CRICKET MATCH PITCH OPTIONS TP5T LAYOUT AND DETAILS. Assessment This condition was imposed to ensure that the replacement cricket non-turf pitch is appropriately designed and laid out to provide a fit-for-purpose sporting facility that meets the requirements of Sport England and the England and Wales Cricket Board (ECB). Sport England have reviewed the information submitted in support of the discharge application and consulted with the ECB. The ECB confirmed that the proposed design comprises an ECB-approved non-turf pitch system and advised that the approved Playing Field Layout Rev01 demonstrates compliance with open-age cricket boundary requirements and acceptable orientation. Sport England further noted that Planning Permission 25/01449/FUL already requires the development to be carried out in accordance with Playing Field Layout Drawing G212246 09 Rev01 under Condition 2 of the permission. Sport England confirm that they are satisfied with the details submitted in relation to Condition 5 and raise no objection to its discharge. They advise that the cricket non-turf pitch shall be constructed in accordance with the approved details and retained thereafter. Conclusion The Local Planning Authority is satisfied that sufficient information has been submitted demonstrating the design and layout of the cricket non-turf pitch. Sport England have confirmed that the submitted details satisfactorily address the requirements of the condition. As such, Condition 5 of Planning Permission 25/01449/FUL is hereby discharged, subject to the development being carried out in accordance with the approved details and retained thereafter.
Condition 7 (Materials) – DISCHARGED Condition No development shall commence until plans including a layered scale plan of construction materials providing a clear and specific differentiation between materials, including the subbase, shock pad, infill type, and surface pile, have been submitted to and approved in writing by the Local Planning Authority after consultation with Sport England. The 3G artificial grass pitch shall not be constructed other than in accordance with the approved details and shall remain in perpetuity. Reason: To ensure the development is fit for purpose and sustainable and to accord with Policy LP30 of the Peterborough Local Plan (2019) and Paragraph 104 of the NPPF (2024). Approved Documents -Kerb and infill containment barrier to spectator area MCA-MUK3688-01 Assessment This condition was attached to ensure that the construction materials proposed for the 3G Artificial Grass Pitch are suitable for the intended use and provide a sustainable and high-quality sporting facility. The submitted details include information relating to the construction build-up of the pitch and clearly identify the proposed subbase, shock pad, infill material and surface pile. The information has been reviewed by Sport England and the Football Foundation. Sport England confirm that the Football Foundation are satisfied with the layered scale plan of construction materials submitted and raise no objection to the discharge of Condition 7. Sport England further confirm that the submitted details satisfactorily address the requirements of the condition and that the 3G pitch should be constructed and retained in accordance with the approved details. Conclusion The Local Planning Authority is satisfied that adequate details of the proposed construction materials have been submitted and that the requirements of Condition 7 have been met. Sport England have confirmed that the submitted information is acceptable. As such, Condition 7 of Planning Permission 25/01449/FUL is hereby discharged, subject to implementation in accordance with the approved details.
Condition 11 (Biodiversity Net Gain Plan) – DISCHARGED Condition The development hereby permitted shall not begin unless and until a Biodiversity Net Gain Plan has been submitted to and agreed in writing by the Local Planning Authority. The Biodiversity Net Gain Plan shall address the matters set out within Condition 11(a-f). Thereafter, the development shall be carried out in accordance with the approved details. Reason: In accordance with the requirements of Schedule 14, Part 1, Paragraph 14 of the Environment Act 2021 and Policy LP28 of the Peterborough Local Plan (2019). Approved Documents - Allocation Notice - Biodiversity gain plan- Signed - Substitution notice dated 05/27/2026 - Biodiversity net gain assessment and initial faunal appraisal by Allied Ecology, dated 28.10.2025 Assessment This condition was imposed to ensure that the development delivers biodiversity net gain in accordance with the statutory requirements of the Environment Act 2021 and Policy LP28 of the Peterborough Local Plan. The application has been reviewed by the Council's Wildlife Officer, who has assessed the submitted Biodiversity Net Gain information and supporting documentation. The Wildlife Officer has confirmed that the documentation submitted fulfils the requirements set out within Condition 11 from a biodiversity perspective and has recommended discharge of the condition. No objections have been raised and the submitted information is considered sufficient to demonstrate compliance with the requirements of the condition. Conclusion The Local Planning Authority is satisfied that the submitted Biodiversity Net Gain information adequately addresses the requirements of Condition 11. The Council's Wildlife Officer has confirmed that the submitted details are acceptable and recommends discharge of the condition. As such, Condition 11 of Planning Permission 25/01449/FUL is hereby discharged, subject to the development being carried out in accordance with the approved details.
