This application seeks to satisfy the requirements of Schedule One, Clause 2.2 of the Planning Agreement made pursuant to Section 106 of the 1990 Act (as amended) dated 23rd July 2018 between Peterborough City Council (1), George Rupert Anson (2), Marlborough Oasis Limited (3) relating to land to the north of Norman Cross, East of the A1(M) and west of London Road (A15) known as Great Haddon, to the South of Peterborough. The details of the Affordable Housing Parcel Scheme are for Phase 4 (ref: 25/01457/REM). Schedule One, Clause 2.2 states: " Not to commence the construction of any Dwelling on the relevant Affordable Housing Parcel unless and until the Affordable Housing Parcel Scheme for the same has been approved by the Council". For clarity the definition of the term above is: Affordable Housing Parcel Scheme: Means for a particular Affordable Housing Parcel a details scheme for the Provision and use of Affordable Housing within that Affordable Housing Parcel which is in conformity with the Development Area Brief and containing: (a) the quantum of Affordable Housing Units on the affordable Housing Parcel (which unless otherwise approved by the Council shall be no less than 16 % of the Dwellings within the Affordable Housing Parcel); (b) detail of the types, size, confirmation of tenures and location of the Affordable Housing Units (c) Proposed for the timing of Provision of the Affordable Housing Unit within the Affordable housing Parcel to be proportionate to the development of any Open Market Dwellings (Trigger Number) beyond which Occupation is to be not permitted pending Provision of a corresponding percentage number of Affordable Housing Units (Prescribed Number and such Trigger Number and Prescribed Number shall reflect the Default Triggers unless otherwise approved by the Council in writing as part of the approved Affordable Housing Parcel Scheme; and (d) details of the Registered Provider(s) which it is anticipated shall ultimately be responsible for the management of the Affordable Housing Units; and the expression shall import any agreed variation of the same; Assessment: The City Council's Housing Officer has reviewed the information submitted in relation to the application to satisfy the requirements of Schedule One (Affordable Housing), Clause 2.2 and is satisfied that the affordable housing scheme reflects the house types agreed at reserved matters (Ref. 25/01457/REM). For clarity, the scheme meets the following requirements of the Affordable Housing Parcel Scheme definition: (a) The scheme will accord with the S106 obligation to deliver 16% affordable units, with a total of 28no. units. (b) the following house types will be for the affordable housing units - the full details of these house types are present under 25/01457/REM, along with the location of the units as per drawing house type floorplans, Site Layout BUD048 01-01L and Affordable Housing Plan BUD048, Rev. 08A. The Housing Officer has confirmed that the letter dated 10th June 2026 from Vistry Group refers to the types, size, tenure and location of the affordable housing as approved under 25/01457/REM. (c) Delivery is to be in accordance with the Default Triggers: no more than 30% (44) of the Open Market Dwellings (144) in the relevant Affordable housing Parcel shall be Occupied until 30% (8) of the Affordable Housing Units in the same have been Provided; no more than 50% (72) of the Open Market Dwellings in the relevant Affordable Housing Parcel shall be Occupied until 50% (14) of the Affordable Housing Units in the same have Provided; and no more than 75% (108) of the Open Market Dwellings in the relevant Affordable Housing Parcel shall be Occupied until all of the Affordable Housing Units (28) in the same have been provided. The developer has confirmed the delivery of the affordable units will accord with the default triggers in the S106. (d) The developer has confirmed the registered provider will be Amplius who will be responsible for the management of the Affordable Housing Units (28); Conclusion: Peterborough City Council, as Local Planning Authority for the area within which the land the subject of the Planning Obligation is situated hereby confirms the satisfaction of the requirement of Schedule One, Clause 2.2, Phase 4 of M Land in Great Haddon.
