Planning conditions
  1. Existing Site and Location Plan - P26101_260422_E001A Proposed Site Plan - P26101 260413 P001A Proposed Floor Plans - P26101_260413_P010 Proposed Elevations - P26101_260413_P020 Proposed Highways Plan - P26101 260217 P002
  2. The application site lies outside of any identified settlement boundaries and therefore constitutes a new dwelling within the open countryside in conflict with LP2, however in accordance with Policy S5 the proposal would constitute infill development. By virtue of the sites location, it would represent an unsustainable location within the countryside, resulting in visual harm to character of the area and residential impacts to the surrounding occupiers. The above results in the limited benefits of the scheme being substantially outweighed by the adverse effects and the proposal is considered to be wholly contrary to the vision, objectives, development strategy and policies of the Peterborough Local Plan (2019), specifically Policies LP2, as well as Policy CH2 of the Castor Neighbourhood Plan and Policy S5 of the NPPF 2026.
  3. The paddock forms an important area of open green space and contributes to views across the Nene Valley from Mill Lane. By virtue of its scale, siting and design, the proposed dwelling would erode the openness of the site, occupying much of the plot width and introducing an incongruous form of development that is out of keeping with the verdant and rural character of the area. The proposal results in further creeping ribbon development along this road frontage, by expanding the existing built form, and loss of existing green space. The proposal fails to respond sensitively to its landscape setting and would neither conserve nor enhance the distinctive qualities of the local landscape character area. Accordingly, the development would harm the character and appearance of the area, contrary to Policies LP16 and LP27 of the Peterborough Local Plan (2019) and Policies N2 S5 of the NPPF 2026.
  4. The proposed dwelling, by virtue of its siting, scale and design, would result in an unacceptable impact on the living conditions of the occupiers of Ambleside and Mill House. The development includes two first-floor balconies with full-height glazing and sliding doors on the western elevation, which would introduce overlooking of the neighbouring private garden areas. Whilst direct views into neighbouring dwellings may be limited, the proposal would nevertheless result in a material loss of privacy. Furthermore, having regard to the site's elevated position and the scale of the proposed dwelling, the development would appear unduly dominant and overbearing when viewed from the adjoining properties. Accordingly, the proposal would result in unacceptable harm to neighbouring amenity through overlooking, loss of privacy and overbearing impact, contrary to Policy LP17 of the Peterborough Local Plan (2019) and the Polices L2 and S5 NPPF 2026.
