The proposal fails to respect the established pattern of development and local character, including the surrounding built environment. The introduction of a residential use in this backland location would appear incongruous and visually intrusive, disrupting the linear arrangement of dwellings fronting Peakirk Road and eroding the spacious separation that defines the area. The development would result in overdevelopment of the plot and harm the transitional character between the built-up area and open countryside. As such, the proposal is contrary to Part A of Policy LP16 of the Peterborough Local Plan (2019), paragraph 3.1 of Policy GNP3 of the Glinton Neighbourhood Plan (2016-2036), and paragraph 135(c) and (d) of the National Planning Policy Framework (2024).
The proposal fails to provide acceptable living conditions for future occupiers due to the inadequate provision of private external amenity space. The rear garden is constrained by surrounding built form and boundaries, resulting in a cramped and poorly designed layout. This level and quality of amenity space is not considered sufficient for a dwelling of this size, particularly in the context of Peakirk Road where generous gardens are a defining feature. The proposal is therefore contrary to Policy LP17 of the Peterborough Local Plan (2019), paragraph 3.10 of Policy GNP3 of the Glinton Neighbourhood Plan (2016-2036), and paragraph 135(f) of the National Planning Policy Framework (2024).
The proposal fails to demonstrate that adequate vehicle turning facilities can be provided within the curtilage of the site, resulting in a layout that is awkward and contrived. The applicant has not submitted sufficient information, by way of vehicle tracking, to show that vehicles can safely manoeuvre within the site and exit in a forward gear. These raises concerns over highway safety and the practical functionality of the proposed layout. As such, the proposal is contrary to Policy LP13 of the Peterborough Local Plan (2019) and paragraph 115 of the National Planning Policy Framework (2024).
