Planning conditions
  1. The proposal as submitted was not in accordance with local and national planning policy. The local planning authority have worked with the applicant in a positive and proactive manner based on seeking solutions to problems arising in relation to dealing with the planning application. Amendments were discussed and agreed with the applicant to bring the proposal into compliance with policy, and the application can therefore be approved in accordance with Paragraph 38 of the National Planning Policy Framework (2024).
  2. The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended).
  3. No development other than groundworks and foundations shall take place unless and until samples of all external facing materials including render; to be used have been submitted to or inspected on site by the Local Planning Authority and approved in writing. The development shall be carried out in accordance with the approved details. Reason: In order to preserve the special architectural and historic character of the Heritage Asset in accordance with section 66(1) and/or 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended), Policy LP19 of the Peterborough Local Plan (2019) and Chapter 16 of the National Planning Policy Framework (2024).
  4. The development shall be completed in accordance with the following approved plans: - Location Plan (Dated 01 Jun 2026) - Proposed Block Plan (Drawing Number: 02) - Proposed Floor Plans and Elevations (Drawing Number: 04, Rev B) Reason: To define the permission and for the avoidance of doubt.
  5. No development or other operations shall commence on site in connection with the development hereby approved, (including any tree felling, tree pruning, demolition works, soil moving, temporary access construction and or widening, or any operations involving the use of motorised vehicles or construction machinery) until a detailed Tree Protection Plan has been submitted to and approved in writing by the Local Planning Authority. No development or other operations shall take place except in complete accordance with the approved documentation. Such statements shall include full detail of the following: - Implementation, supervision and monitoring of the approved Tree Protection Scheme - Implementation, supervision and monitoring of the approved Tree work Specification -Implementation, supervision and monitoring of all approved construction works within any area designated as being fenced off or otherwise protected in the approved Tree Protection Scheme. -Timing and phasing of Arboricultural works in relation to the approved development. Reason: In order to protect and safeguard the amenities of the area, in accordance with Policies LP16 and LP29 of the Peterborough Local Plan (2019). This is a pre-commencement condition because the approved construction specification must be in place and adequate prior to development commencing to ensure the trees are protected.
  6. Before the development hereby permitted is first occupied, the proposed rooflights serving storage room and ensuite on the first-floor shall be fitted with obscure glazing to a minimum of Pilkington Level 3. The obscure glazing shall be continuous and shall not incorporate any clear glazing features. The windows shall subsequently be retained as such in perpetuity. Reason: In order to protect the amenities of neighbouring occupants, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and paragraph 135(f) of the National Planning Policy Framework 2024.
