Planning conditions
  1. Condition 4 – Hard and soft landscaping The development hereby permitted shall not be occupied unless and until a scheme for the hard and soft landscaping of the site has been submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the following: - Planting plans including retained trees, species, numbers, size and density of planting -Details of any boundary treatment - Bin storage areas The approved hard landscaping scheme shall be carried out prior to the first occupation of the development hereby permitted and retained thereafter. The soft landscaping shall be carried out within the first available planting season following first occupation or alternatively in accordance with a timetable for landscape implementation which has been approved as part of the submitted landscape scheme. Any trees, shrubs or hedges forming part of the approved landscaping scheme (except those contained in enclosed rear gardens to individual dwellings) that die, are removed or become diseased within five years of the implementation of the landscaping scheme shall be replaced during the next available planting season by the developers, or their successors in title with an equivalent size, number and species to those being replaced. Any replacement trees, shrubs or hedgerows dying within five years of planting shall themselves be replaced with an equivalent size, number and species. Reason: In the interests of visual amenity and enhancement of biodiversity in accordance with Policies LP16 and LP28 of the Peterborough Local Plan (2019). Plans & documents submitted in support of the discharge of C4: -Site Location Plan (Drawing Number: 001, Rev A) -Landscape proposals (Drawing Number: 2026_040/001, Rev A) -External works engineering layout (Drawing Number: 24037-003, Rev P3) -Surface Details (Drawing Number: 24037-304, Rev P1) -Surface finishes and kerb arrangement (Drawing Number: 24037-302, Rev P1) Assessment: The Tree and Wildlife Officers reviewed the submitted information and confirmed that the condition can be discharged. The Case Officer was satisfied that the proposed landscaping and site treatments would integrate with the surrounding area without harming its character. The Highways Officer raised no objection to the location of the waste containers or proposed planting but requested an amended plan to ensure all landscaping remains within the site boundary and does not encroach onto the adopted highway. The latest Landscape Proposals plan (2026_040/001 – Rev A) still does not show the site boundary in relation to the highway boundary. The applicant should review and amend the plan accordingly to ensure that all proposed landscaping is contained within the site boundary and does not encroach upon the adopted highway. As such, the proposal would be not in accordance with LP13 of the Peterborough Local Plan (2019). Therefore, the requirements of C4 have not been fully met. Conclusion: The details submitted relating to Condition 4 are not deemed acceptable to the Local Planning Authority and do not comply with the submission requirements of the discharge of the condition. Condition 4 is hereby NOT DISCHARGED.
  2. Condition 9 – Cycle parking The development hereby permitted shall not be occupied unless and until details of secure cycle parking has been submitted to and approved in writing by the Local Planning Authority. Thereafter the cycle parking shall be implemented in accordance with the approved details prior to the occupation of the first development hereby permitted, and shall thereafter be retained and maintained as such in perpetuity. Reason: In the interest of ensuring that the site is served by sufficient cycle parking in accordance with Policy LP13 of the Peterborough Local Plan (2019). Plans & documents submitted in support of the discharge of C9: -BXMW WAR Wardale Cycle Shelter (dated: 01 May 2026) -Proposed Site Plan (Drawing Number: 004, Rev T1) Assessment: The Highway Authority objects to the proposal because the submitted cycle parking details do not adequately demonstrate compliance with LTN 1/20 or the Council's adopted parking standards. Specifically, the plans fail to show how the cycle parking will be designed to meet LTN 1/20 requirements, do not identify the required 5% provision for non-standard cycles, and appear to show a potential conflict between the proposed sliding door and the staff cycle store. While the applicant proposes 16 cycle parking spaces, the Council's parking standards would normally require significantly more provision based on the combined B8 warehouse and office floorspace. Although the Highway Authority acknowledges that this level of provision would exceed likely demand given the site's staffing levels and local cycling rates, it considers 16 spaces to be the minimum acceptable provision. However, before the objection can be removed, the applicant must provide revised plans and supporting details clearly demonstrating that the cycle parking layout, accessibility, capacity, and non-standard cycle provision comply with LTN 1/20 and address the identified design conflicts. The proposed cycle parking is therefore considered not acceptable and not compliant with Policy LP13. As such, the requirements of Condition C9 are considered to have not been met. Conclusion: The details submitted relating to Condition 9 are not deemed acceptable to the Local Planning Authority and do not comply with the submission requirements of the discharge of the condition. Condition 9 is hereby NOT DISCHARGED.
  3. Condition 10 – Means of closure The development hereby permitted shall not be occupied unless and until details of the means of closure of the existing vehicle access to be stopped up has been submitted to and approved in writing by the Local Planning Authority. Details shall include, but not limited to, any remedial footway, grass verge works or temporary barriers. The permanent closure of the vehicle access, including any remedial works, shall be carried out prior to the first occupation of the development hereby permitted, and shall thereafter be retained and maintained as such in perpetuity. Reason: In the interests of highway safety in accordance with Policy LP13 of the Peterborough Local Plan (2019). Plans & documents submitted in support of the discharge of C10: -Site Location Plan (Drawing Number: 001, Rev A) -Existing Entrance Demolition Plan (Drawing Number: 24037-1000, Rev P01) -Engineering layout (Drawing Number: 24037-301, Rev P2) -Plan 2 Extent of works (Drawing Number: 24037-300, Rev P2) -Surface finishes and kerb arrangement (Drawing Number: 24037-302, Rev P2) -Surface details (Drawing Number: 24037-304, Rev P1) Assessment: The Highway Authority objects because the submitted details do not satisfactorily discharge the condition relating to the means of closure. The original drawings were not acceptable for condition discharge as they were presented as Section 278 (S278) drawings, which are subject to change through the technical approval process and therefore cannot be relied upon as approved condition plans. Although revised drawings removing the S278 references have since been submitted, the Plan 2 Extent of Works drawing does not clearly show the full means of closure above the red line boundary. Furthermore, site evidence indicates that a planted buffer now exists between the parking area and the footway, but this feature is not fully shown on the submitted plans. The Highway Authority therefore requires updated drawings to clearly illustrate the complete extent of the planted buffer and closure arrangements. In addition, the Authority considers the proposed repositioning of the highway gully shown on the Engineering Layout to be inadequate. As a result, the submitted details are insufficient to demonstrate an acceptable means of closure and require further revision before the condition can be discharged. As such, the proposal would not be in accordance with LP13 of the Peterborough Local Plan (2019). Therefore, the requirements of C10 have not been met. Conclusion: The details submitted relating to Condition 10 are not deemed acceptable to the Local Planning Authority and do not comply with the submission requirements of the discharge of the condition. Condition 10 is hereby NOT DISCHARGED.
  4. Condition 13 – Travel Plan Within 6 months of occupation of the development hereby permitted a Travel Plan shall be submitted to and approved in writing by the Local Planning Authority. The Travel Plan shall include the following information: -Travel Accessibility to the site; -Site details; -Predicted travel data - trip generations; -Confirmation on who is responsible for the future updates of the Travel Plan; and -Objectives, Targets and Action Plan. The Travel Plan shall be written in accordance with industry best practice and shall include SMART targets and a mechanism for review. Thereafter the development shall be implemented in accordance with the approved travel plan. Reason: In the interest of highway safety and to mitigate vehicle movements to and from the site, in accordance with Policy LP13 of the Peterborough Local Plan (2019). Plans & documents submitted in support of the discharge of C13: -Travel Plan (dated July 2026) -Response to PCC Comments document (dated July 2026) Assessment: The Highway Authority objects to the submitted Travel Plan because it does not provide sufficient evidence or detail to demonstrate that sustainable travel opportunities have been fully assessed or that the proposed measures and targets are robust, measurable, and deliverable. Key concerns include inadequate assessment of pedestrian accessibility, with no clear identification of amenities within an acceptable 800m walking distance and insufficient evaluation of local walking routes against the five core design principles (attractive, coherent, comfortable, direct and safe). The cycling section similarly lacks assessment of local cycling infrastructure and does not demonstrate that the proposed cycle parking complies with LTN 1/20, including provision for non-standard cycles. Public transport information is incomplete, as bus stop locations, accessibility, walking routes and compliance with accepted walking distance standards have not been adequately assessed. The Travel Plan also contains inconsistencies and omissions relating to mode share targets, baseline travel data, trip generation forecasts, and the expected modal shift outcomes. Furthermore, several proposed measures require strengthening, including personalised travel planning, car-sharing initiatives, remedial actions if targets are not met, and clearer details on the content of Travel Information Packs. The Highway Authority also seeks clarification regarding long-term ownership and management of the Travel Plan beyond the five-year monitoring period, the methodology and response rates for travel surveys, arrangements for monitoring cycle parking demand, and the reporting of annual monitoring results. Overall, the Travel Plan requires significant amendment and additional detail before it can be considered acceptable. As such, the proposal would not be in accordance with LP13 of the Peterborough Local Plan (2019). Therefore, the requirements of C13 have not been met. Conclusion: The details submitted relating to Condition 13 are not deemed acceptable to the Local Planning Authority and do not comply with the submission requirements of the discharge of the condition. Condition 13 is hereby NOT DISCHARGED.
