Condition 3 (CECMP) No development shall take place (including demolition, ground works, vegetation clearance) until a construction ecological management plan (CEcMP: Biodiversity) has been submitted to and approved in writing by the Local Planning Authority. The CEcMP (Biodiversity) shall include the following: a) Summary of potentially damaging activities. b) Identification of "biodiversity protection zones", as applicable. c) Practical measures (physical measures, sensitive working practices, and biosecurity measure) to avoid or reduce negative impacts during construction (may be provided as a set of method statements) d) The location and timing of sensitive works to avoid harm to biodiversity features. e) The times during construction, roles and responsibilities of an ecological clerk of works (ECoW need to be present on site to oversee works. f) Responsible persons and lines of communication. g)Use of protective fences, exclusion barriers and warning signs. The approved CEcMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: In the interests of the conservation and enhancement of biodiversity, in accordance with Policy LP28 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework 2021. This is a pre-commencement condition because the habitat restoration and management scheme will be an integral part of the development including during the construction works Documents and drawings submitted for Condition 3: - Lynch Farm_CEcMP_FINAL ISSUE 2 (Report Number: 202603/02) Assessment: The CEcMP provides a summary of potentially damaging activities, identifies biodiversity protection measures and exclusion zones, and sets out practical mitigation and biosecurity measures to avoid harm to ecological receptors during construction. The document also details the timing of sensitive works, the roles and responsibilities of the Ecological Clerk of Works (ECoW), lines of communication, and the use of protective fencing, barriers and signage. The submitted details further include species-specific mitigation measures for bats, breeding birds, amphibians, reptiles, hedgehogs and invasive species, together with a timetable for implementation throughout the construction period. The Wildlife Officer has reviewed the submitted information and confirmed that the details are satisfactory from a biodiversity perspective, raising no objection to the discharge of Condition 3 Conclusion Therefore, the requirements of C3 have been met and the condition is discharged subject to satisfactory implementation on site.
Condition 4 (Badger survey) Prior to the commencement of any site works, a repeat survey for the presence of badgers on the site and surrounding suitable habitat, with associated mitigation/compensation measures, shall be submitted to and approved in writing by the local planning authority. Site works shall be carried out in complete accordance with the survey. Reason: In the interests of visual amenity of the area and the enhancement of biodiversity, in accordance with Policies LP16, LP28 and LP29 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework 2024. This is a precommencement condition because the habitat restoration and management scheme will be an integral part of the development including during the construction works. Documents and drawings submitted for Condition 4: - Lynch Farm_Badger Survey Report_FINAL ISSUE 2 (Report Number: 202603/01) Assessment: The survey identified no active badger setts within or immediately adjacent to the application site. Evidence of badger activity was recorded within the wider area, however the report concludes that the proposed development would not result in the loss of, or disturbance to, any active sett and that a mitigation licence from Natural England is not required. The report includes precautionary mitigation measures during construction, including covering excavations overnight (or providing escape ramps where this is not possible) and restricting works to daylight hours where practicable to avoid periods of peak badger activity. The Council's Wildlife Officer has reviewed the submitted survey and confirmed that the information is satisfactory from a biodiversity perspective. The Wildlife Officer notes that no active badger setts were identified within or immediately adjacent to the site and that the mitigation measures proposed are appropriate to safeguard badgers during the construction phase. No objection has therefore been raised to the discharge of the condition. Conclusion Therefore, the requirements of C4 have been met and the condition is discharged subject to satisfactory implementation on site.
C5 (Wheel cleaning) Prior to the commencement of development details of the wheel cleaning equipment shall be submitted and agreed in writing with the Local Planning Authority. All vehicles leaving the site shall pass through the wheel cleaning equipment and enter the public highway free of debris. The wheel cleaning equipment shall be available at the start of construction and retained on site in full working order for the duration of the development. Reason: In the interest of highway safety, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Paragraph 115 of the National Planning Policy Framework 2024.. This is a pre-commencement condition because the details to be approved are required to be put in place before development commences for the duration of the development. Documents and drawings submitted for Condition 5: - Wheel Washing Plan V2 (24/06/26) Assessment: The application is accompanied by Wheel Washing Plan V2 (24/06/26), which provides details of the wheel cleaning equipment, its location and operational procedures for the duration of the construction period. The revised document was submitted following comments from the Local Highway Authority and now includes details of the proposed equipment specification together with a plan identifying the location of the wheel washing area adjacent to the site access. The submitted plan confirms that all vehicles will pass through a designated wheel washing area prior to leaving the site and entering the public highway. The wheel washing system comprises a manual pressure washer, bunded wash area, wash pad, drainage channel, silt trap and settlement/recycling tank, with detailed equipment specifications provided within the document. The plan also includes arrangements for highway inspection and cleaning, maintenance procedures, contingency measures and identifies the responsibilities of site staff for implementation and monitoring of the scheme. The Local Highway Authority has reviewed the revised submission and is satisfied that the information now addresses the concerns raised in relation to the original submission regarding equipment specification, location and operation of the wheel washing facilities. Accordingly, it is considered that sufficient information has been provided to satisfy the requirements of Condition 5. Conclusion Therefore, the requirements of C5 have been met and the condition is discharged subject to satisfactory implementation on site.
C8 (Cycle parking) Prior to the first occupation or commencement of use, the cycle parking shall be delivered in accordance with drawing Site Plan Dated 02/10/2025. This area shall thereafter be retained for the purposes of cycle parking in connection with the development in perpetuity. Reason: In the interests of highway safety and to encourage travel by sustainable modes, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Paragraph 115 of the National Planning Policy Framework 2024. Documents and drawings submitted for Condition 8: - 2021-10-03 Proposed Site Plan (1 - Image 1 & 2 (received 05/05/26) Assessment: Condition 8 is a compliance condition requiring the approved cycle parking to be provided prior to the first occupation or commencement of use and thereafter retained. The submitted site plan and photographs demonstrate that cycle parking has been installed on site in accordance with the approved layout. The Local Highway Authority has reviewed the submitted information and raises no objection, confirming that the photographs show cycle stands have been provided. Conclusion Condition 8 is a compliance condition and therefore does not require formal discharge by the Local Planning Authority. Nevertheless, based on the information submitted, it is evident that the cycle parking has been implemented in accordance with the requirements of Condition 8.
C9 (Noise Management Plan) Prior to the commencement of use of the Dog Exercise Area, a noise management plan detailing measures to control noise associated with its operation shall be submitted to and approved in writing by the Local Planning Authority. The use of the site shall thereafter be carried out in full accordance with the approved management plan. Reason: In order to protect the amenity of the area in accordance with Policy LP17 of the Peterborough Local Plan (2019) and paragraph 198 of the National Planning Policy Framework (2024). Documents and drawings submitted for Condition 9: - DEA Noise Management Plan V2 (26/06/26) Assessment: The application is accompanied by DEA Noise Management Plan V2 (26/06/26), which has been revised in response to comments from the Council's Environmental Health Officer. The updated plan includes a version history and provides further clarification regarding access control arrangements, complaints procedures, use of dog whistles, booking durations and buffer periods between bookings. The Noise Management Plan confirms that use of the Dog Exercise Area will be controlled through a pre-booking system, with a maximum of one booking per time slot and no more than two dogs permitted within the exercise area at any one time. The plan includes measures to minimise noise from dogs, handlers and vehicle movements, including customer guidance, restrictions on dog whistles, limitations on vehicle numbers, complaints handling procedures and ongoing monitoring and review arrangements. Access to the site is controlled by a combination locked gate, with the access code provided only to booked customers. The Council's Environmental Health Officer has reviewed the revised Noise Management Plan and confirms that Version 2.0 is acceptable, raising no objection to the discharge of the condition. It is noted that the Noise Management Plan should be treated as a live document and updated where necessary as the operation of the site evolves. Having regard to the information submitted and the comments of Environmental Health, it is considered that sufficient measures have been identified to manage and control noise associated with the operation of the Dog Exercise Area and that the requirements of Condition 9 have therefore been satisfied. Conclusion Therefore, the requirements of Condition 9 have been met and the condition is discharged subject to the Dog Exercise Area being operated in accordance with the approved Noise Management Plan and any subsequent reviews being undertaken in accordance with the approved document.
C17 (Bin storage) No bin storage shall be installed on the site until drawings/specifications have been submitted to and approved in writing by the Local Planning Authority which shows detailed bin storage design. The approved scheme shall be provided prior to the commencement of the permitted uses of the site (camping and dog exercise field), and shall thereafter be retained solely for the storage of refuse and recycling bins. Reason: In order to preserve the special architectural and historic character of the Heritage Asset in accordance with section 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended),Policy LP19 of the Peterborough Local Plan (2019) and Chapter 16 of the National Planning Policy Framework (2024). Documents and drawings submitted for Condition 17: - FINAL LF bin storage V2 2026 (CIP/PE 03/2026) Assessment: Condition 17 requires the submission and approval of detailed drawings/specifications relating to the design of the bin storage enclosure. The submitted details within FINAL LF bin storage V2 2026 (CIP/PE 03/2026) provide the required design information and demonstrate an appropriately simple and functional structure that is considered acceptable in principle. It is noted that concerns have been raised by the Conservation Officer regarding the siting of the bin store in relation to the setting of the Listed Building. However, the location of the bin storage was established and accepted as part of the assessment of planning application 24/01618/FUL, with the Officer's report confirming that the bin store had been relocated from the dwelling to the side of the barn and that a condition would be imposed requiring details of an appropriate enclosure. As such, Condition 17 relates only to the detailed design of the enclosure rather than its location. Whilst the Conservation Officer maintains concerns regarding the siting of the structure, they confirm that the design itself is acceptable in principle. Having regard to the wording of the condition and the details submitted, it is considered that the proposed enclosure satisfies the requirements of Condition 17. Conclusion Therefore, the requirements of C17 have been met and the condition is discharged subject to satisfactory implementation on site.
