Planning conditions
  1. Subject to the imposition of the attached conditions, the proposal is acceptable having been assessed in the light of all material considerations, including weighing against relevant policies of the development plan.
  2. Details of the appearance, landscaping, layout and scale (hereinafter called 'the reserved matters') shall be submitted to and approved in writing by the Local Planning Authority before any development takes place and thereafter the development shall be carried in accordance with the details approved. Reason: To ensure that the development meets the policy standards required by the development plan and any other material considerations including national and local policy guidance.
  3. Application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 92 of the Town and Country Planning Act 1990 (as amended).
  4. The development hereby permitted shall be begun either before the expiration of five years from the date of this permission or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later. Reason: In accordance with the provisions of Section 92 of the Town and Country Planning Act 1990 (as amended).
  5. The development hereby permitted shall be carried out in accordance with the following approved plans: - Indicative Site and Location Plan (Drawing Number: PP-1000 Rev B). Reason: For the avoidance of doubt and in the interest of proper planning
  6. Prior to the commencement of development, details of infiltration testing in accordance with BRE 365 must be submitted to and approved in writing by the Local Planning Authority. The results of the testing, along with a report demonstrating whether infiltration is feasible on site. Where infiltration drainage is proposed, all infiltration storage devices shall be designed to ensure a minimum clearance of 1 metre between the base of the device and the seasonally high groundwater level. The development shall be carried out in accordance with the approved details and thereafter maintained as such. Reason: To ensure that a sustainable drainage strategy is informed by site-specific ground conditions, to minimise flood risk on and off site, and to promote the use of infiltration in accordance with the drainage hierarchy, where feasible, in accordance with Policy LP32 of the Peterborough Local Plan (2019) and Chapter 18 of the National Planning Policy Framework (2026).
  7. No development shall take place until a Construction Traffic Management Plan has been submitted to and approved in writing by the Local Planning Authority. The Construction Management Plan shall include but not be limited to the following:- a) A scheme of chassis and wheel cleaning for all construction vehicles to include the details of location and specification of the system, together with hard surfacing laid between the apparatus and public highway in either concrete or tarmacadam, to be maintained free of mud, slurry and any other form of debris whilst in use. A contingency plan including if necessary the temporary cessation of all construction operations to be implemented in the event that the approved vehicle cleaning scheme fails to be effective for any reason. b) Haul routes to the site c) Hours of delivery. d) Banksman to ensure that vehicles can access the site upon arrival to ensure that there is no queuing on the public highway. e) Details of site compounds, storage area and contractor and visitor parking. f) Details of any temporary lighting which must not directly light the public highway. The development shall thereafter be carried out in accordance with the approved Construction Traffic Management Plan. Reason: In the interests of highway safety in accordance with Policy LP17 of the Peterborough Local Plan 2019 and Chapter 15 of the National Planning Policy Framework (2026). This is a pre-commencement condition as the CMP needs to be in place before works start on site.
  8. The development hereby permitted shall not begin unless and until a biodiversity net gain plan has been submitted to and agreed in writing with by the Local Planning Authority. The biodiversity net gain plan shall address the following matters: (a) information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the onsite habitat and any other habitat (b) the pre-development biodiversity value of the onsite habitat (c) the post-development biodiversity value of the onsite habitat (d) any registered offsite biodiversity gain allocated to the development and the biodiversity value of that gain in relation to the development (e) any biodiversity credits purchased for the development, and (f) such other matters as the Secretary of State may by regulations specify. Thereafter, the development shall be carried out in accordance with the agreed approved details. Reason: In accordance with the requirements of Schedule 14, Part 1 of paragraph 14 of the Environment Act 2021 and Policy LP28 of the Peterborough Local Plan (2019). This is a reminder of the statutory condition as outlined in the Environment Act.
  9. No development shall take place (including demolition, ground works, vegetation clearance) until a construction ecological management plan (CEcMP: Biodiversity) has been submitted to and approved in writing by the local planning authority. The CEcMP (Biodiversity) shall include the following: a) Summary of potentially damaging activities. b) Identification of ''biodiversity protection zones'', as applicable. c) Practical measures (physical measures, sensitive working practices, and biosecurity measure) to avoid or reduce negative impacts during construction (may be provided as a set of method statements) d) The location and timing of sensitive works to avoid harm to biodiversity features. e) The times during construction, roles and responsibilities of an ecological clerk of works (ECoW need to be present on site to oversee works. f) Responsible persons and lines of communication. g)Use of protective fences, exclusion barriers and warning signs. The approved CEcMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: In the interests of the conservation and enhancement of biodiversity, in accordance with Policy LP28 of the Peterborough Local Plan (2019) and Chapter 19 of the National Planning Policy Framework (2026).
  10. No development other than groundworks and foundations shall take place unless a scheme for biodiversity enhancements including at least 2 integrated bat boxes and 2 integrated bird boxes, shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include the position, type and number of enhancements proposed. All enhancements shall be installed using accepted best practice and retained thereafter. Reason: In the interests of visual amenity of the area and the enhancement of biodiversity, in accordance with Policies LP16, LP28 and LP29 of the Peterborough Local Plan (2019) and Chapter 19 of the National Planning Policy Framework (2026).
  11. The development shall be carried out in accordance with the submitted Flood Risk Assessment prepared by MAC Pre-Planning Engineering (Dated May 2026) and the following mitigation measures it details. • Finished floor levels shall be set 300mm above existing ground level • Flood Resilient Construction to 0.6m above Finished Floor Levels These mitigation measures shall be fully implemented prior to occupation and subsequently in accordance with the scheme’s timing/ phasing arrangements. The measures detailed above shall be retained and maintained thereafter throughout the lifetime of the development. Reason: To reduce the risk of flooding and protect the amenity of future occupiers in accordance with Policy LP32 of the Peterborough Local Plan (2019) and Chapter 18 of the National Planning Policy Framework (2026).
  12. The development shall be carried out in accordance with the submitted Arboricultural Impact Assessment (AIA) & Tree Protection Plan (TPP) from Arbtech (Dated February 2026). These mitigation measures shall be fully implemented during construction and subsequently in accordance with the scheme’s timing/ phasing arrangements. Reason: In order to protect and safeguard the amenities of the area, in accordance with Policy LP29 of the Peterborough Local Plan (2019) and Chapter 19 of the National Planning Policy Framework (2026).
  13. The occupation of the dwelling hereby approved; and any ancillary building(s) shall be limited to a person solely or mainly employed, or last employed, in the locality in agriculture (as defined in Section 336 of the Town and Country Planning Act 1990) or in forestry, or a widow or widower of such a person, and to any resident dependents. Reason: The Local Planning Authority would not otherwise have granted permission for a residential dwelling having regard to the location of the site within the open countryside, in accordance with Policies LP2 and LP11 of the Peterborough Local Plan (2019) and Chapter 6 of the National Planning Policy Framework (2026).
