C9 - Acoustic Barrier Prior to the first occupation of Unit 1, details of an acoustic barrier to the western perimeter of its service yard shall be submitted to and approved in writing by the Local Planning Authority. The acoustic barrier shall be designed to facilitate the potential future residential development of the currently vacant land to the immediate west. The acoustic barrier shall be erected in accordance with the approved details prior to the first occupation of Unit 1 and shall be retained thereafter for the lifetime of the development. Reason: In order to safeguard the amenities of future nearby residential occupiers, in accordance with Policies LP5 and LP17 of the Adopted Peterborough Local Plan (2019). Plans and documents submitted in support of the discharge of C9: Site Plan - 1106 Rev C06 Noisestop - Reflective Sound Screens Assessment: Having reviewed the submitted plan, the Officer agrees with the council's Pollution control Officer that the proposed details are not currently acceptable. Without any previous specification of the intended level of performance it is difficult to assess if the proposed mitgation would be effective or appropriate. There is insufficient information provided to demonstrate the impact of noise upon the potential future residential development of the currently vacant land to the immediate west. This would require the following to be provided: - Consideration of the noise levels associated with sources during daytime and evening. - Predictions of the noise impact daytime for outdoor amenity areas, and impacts for disturbance to resident within the buildings (for both day time and night time) . As such, due to insufficient details , the Local Planning Authority is unble to discharge the condition with the limited information provided. Conclusion: The details submitted relating to condition 9 are deemed not acceptable to the Local Planning Authority. Condition 9 is hereby not discharged.
