Insufficient information has been submitted for the proposed development for prior approval according to Schedule 2 Part 3 Class R of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended). The proposal cannot be fully assessed in accordance with Condition R.3(1)(b) due to insufficient information pertaining to the nature of the proposed use, transport and highways impacts and noise impacts. The application only describes the development as commercial use. Although the applicant has now clarified that the intended use is storage Use Class B8, it is unclear from the submitted information how the new use intends to be operated, associated noise levels for such use, and if this is a separate entity to the ongoing farm use. Furthermore, the application fails to demonstrate that associated vehicles could safely access, park, turn and egress the site and it is noted that the application does not include any vehicular access or curtilage to support vehicular movements within the application site. In accordance with Paragraph W, due to insufficient information to enable the authority to establish whether the proposed development complies with the conditions, limitations or restrictions specified, prior approval is refused on this occasion.
