Planning conditions
  1. Condition 23: Phase 3 M Land Prior to the commencement of development on any individual tranche within an ownership area as identified on the approved Development Framework Plan (Plan no. PST021-DFP-101 Rev B), a Site Specific Construction Management Plan, which shall confirm compliance with the relevant Overarching Construction Management Plan pursuant to the ownership area within which the individual tranche is located (as secured under condition 22) shall be submitted to and approved in writing by the Local Planning Authority. The Site Specific Construction Management Plan shall include the following: (i) Construction access including details of the measures to ensure that all construction vehicles can enter the site immediately upon arrival and also the method of segregating construction traffic from general traffic/pedestrians and cyclists (as required); (ii) A scheme for parking of contractor's vehicles and details of the location of contractor's welfare/site office facilities; (iii) A scheme for access and deliveries showing adequate space for vehicles to park, turn, load and unload clear of the public highway or the main employment area access roads; (iv) Details of the location and layout of all materials storage and plant storage compounds. and (v) Details of the means of enclosure of the application site for the construction phase, including details of all types of fencing proposed and a plan showing the location of all the fencing. The above shall be prepared in conjunction with, and make reference to, the Great Crested Newt and Biodiversity Strategies for the relevant ownership area (as secured under conditions C33 and C34 respectively) and the tree protection details (as secured under condition 42) as appropriate. Notwithstanding the above, there shall be no deliveries to the site during peak hours (namely 8-9am and 4-6pm). The development shall thereafter be carried out in accordance with the approved Site Specific Construction Management Plans at all times. Documents/Drawings: Countryside Construction Management Plan Assessment (i) Construction access including details of the measures to ensure that all construction vehicles can enter the site immediately upon arrival and also the method of segregating construction traffic from general traffic/pedestrians and cyclists (as required); The CMP shows two access routes off the haul road, but a separate location for the gate hut and barrier. From the annotations it appears as if there will be three accesses into the site, which raises concerns for conflict and the proximity to the main site access. In addition, the supporting document refers to a 40m2 loading bay but at which access is this accessed from. There concerns with the number of access points into the site and the any of the accesses annotated with work alongside the main site entrance. The details submitted do not provide clarity on how the infrastructure for the main site access and the infrastructure proposed for Phase 3 align together. I note from an earlier figure in the document, there is a main gate, barrier controls, hut and wheel washing facilities that all look to along the entryways into Phase 3b and conflict with each other. The supporting document states that vehicles will drive through the main wheel wash, however your site access looks as if it doesn’t allow for this, with the wheel wash further into site. A separate scaled drawing is needed which shows the following: - The main site entrance off Great North Road and all supporting infrastructure. - Phase 3 site access, gate and hut. - Material storage area - Site cabins (with confirmation on a separate plan/elevation of scale and whether these being stacked). - Illustrate the 40m2 waiting bay - The jet wash location on your site access. (ii) A scheme for parking of contractor's vehicles and details of the location of contractor's welfare/site office facilities; (iv) Details of the location and layout of all materials storage and plant storage compounds. From the document site parking, welfare facilities and material storage are all to the north-east of the site. However the exact layout is unclear with how this works with vehicles entering and exiting the site. There are concerns on amenity impacts to the properties adjacent, with no clarity whether these are currently occupied or if under construction where the timescale for occupation is. The impact to neighbouring residents should be minimised as far possible, therefore, whilst contractor parking could be acceptable I have concerns with material storage and the welfare facilities being right up to the back of neighbouring plots. As for the site cabins – how many are proposed? Will these be stacked? These are also close to neighbouring plots? A layout plan for the compound will be required. (iii) A scheme for access and deliveries showing adequate space for vehicles to park, turn, load and unload clear of the public highway or the main employment area access roads; This is not clear currently – the 40m2 loading bay and turning areas have not been demonstrated. (v) Details of the means of enclosure of the application site for the construction phase, including details of all types of fencing proposed and a plan showing the location of all the fencing. The document on its own is not sufficient as it doesn't provide clarity on fencing and gate locations, given the proximity of the site to main site entrance a seperate plan will be required. The Local Highway Authority have also raised an objection to the proposed document seeking further information regarding where contractor parking, the contractor welfare/site office facilities and turning/loading of HGVs will be relocated to once the dwellings are constructed. Conclusion Therefore, the requirements of Condition 23 have NOT been fulfilled in relation to Phase 3. Condition 23 for the Phase 3 of the M Land is NOT discharged.
