Planning conditions
  1. The change of use of the site from Use Class B2/ B8 to car sales is not one of the acceptable uses of land in the countryside. It does not fall within any of the categories in Policy LP11 of the Peterborough Local Plan (2019) or any of the acceptable clauses or categories of Policy E4 of the National Planning Policy Framework (2026). Moreover, the development does not comply with all the criteria of Policy LP4 of the Local Plan in that it has not re- used an existing building. In addition, the commercial/ industrial 2.4m high galvanised palisade fence has unacceptably impacted upon the character and appearance of this rural area in addition to the visual impact of the installed gravel in the parking area. The development is therefore unacceptable and has had an adverse and harmful impact upon the character and appearance of the area. Ther development is therefore contrary to Policies LP4 and LP11 of the Peterborough Local Plan (2019) and Policy E4 of the National Planning Policy Framework (2026).
  2. By virtue of its nature, extent, location and proximity to the adjacent listed building, Canary Cottage, the development has had an adverse impact upon the setting of this building and its relationship with historic farmstead, Knarr Farm. The development is therefore contrary to Policy LP19 of the Peterborough Local Plan (2019), Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and Section 20 of the National Planning Policy Framework (2026).
  3. By virtue of its nature, extent, location and proximity to Canary Cottage, and the lack of any intervening appropriate screening or domestic/ residential fence or planting, the development has had an adverse impact upon the outlook and amenities of this dwelling. The development is therefore contrary to Policy LP17 of the Peterborough Local Plan (2019) and the National Planning Policy Framework (2026).
