Condition 2 – Arboricultural Report: AIA, AMS, and TPP No development or other operations shall commence on site in connection with the development hereby approved, (including any tree felling, tree pruning, demolition works, soil moving, temporary access construction and or widening, or any operations involving the use of motorised vehicles or construction machinery) until a detailed Arboricultural Impact Assessment, Arboricultural Method Statement and Tree Protection Plan has been submitted to and approved in writing by the Local Planning Authority. No development or other operations shall take place except in complete accordance with the approved documentation. Such statements shall include full detail of the following: - Implementation, supervision and monitoring of the approved Tree Protection Scheme - Implementation, supervision and monitoring of the approved Treework Specification Implementation, supervision and monitoring of all approved construction works within any area designated as being fenced off or otherwise protected in the approved Tree Protection Scheme. Timing and phasing of Arboricultural works in relation to the approved development. Plans & documents submitted in support of the discharge of C2: - Arboricultural Report (dated 5th March 2026) Assessment: The Tree Officer has reviewed the submitted information and confirmed it is acceptable to discharge the condition. The Case Officer also agrees that the details demonstrate that there would be no adverse impact to tree on site and the proposal would be in accordance with LP29 of the Peterborough Local Plan (2019). These details fully satisfy the condition and allow it to be discharged. Conclusion: The details submitted relating to Condition 2 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the discharge of the condition. Condition 2 is hereby discharged, subject to implementation in accordance with the approved details
Condition 3 – Materials No development shall commence until detailed drawings and or material samples for the following, have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in full accordance with the approved details. The submissions shall include: -Colour for lime-rendered dormer cheeks -Samples Manufacturers specification of all new external building materials to include all new roof which shall be Collyweston Slate to match existing -Rooflight details (shall be in flush fitting, conservation style) -Details of all new internal and external windows and doors on the north, east, south and west elevation of the dwelling and outbuilding. -Details of new guttering Reason: To safeguard the special architectural or historic interest and heritage significance of the building, in accordance with Policy LP19 of the Local Plan and Chapter 12 of the NPPF (2024). Plans & documents submitted in support of the discharge of C3: - Dormer Cheek Details (indexed on 7th April 2026) -Materials List (indexed on 7th April 2026) -Timber windows and doors schedule (dated Thursday 12th March 2026) - Rooflight Details WS-PR-PL-12 -Internal Joinery WS-PR-PL-14 -Timber Windows and Doors detailed design drawings 20260316 -Proposed Elevations with window reference WS-PR-PL-10 -Gutter Details WS-PR-PL-13 Assessment: The Conservation Officer has reviewed the submitted information, and the details are acceptable to discharge this condition. The Case Officer agreed that allproposed materials including the replica Collyweston, oak featheredge cladding, matt black metal gutters, and Zinc roofing are consistent with the approved plans and considered acceptable and would not negatively impact the character of the surrounding area. Therefore, subject to satisfactory implementation on site, the requirements of C3 have been met. Conclusion: The details submitted relating to Condition 3 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the discharge of the condition. Condition 3 is hereby discharged, subject to implementation in accordance with the approved details.
Condition 4 – Structural Calculations Prior to the commencement of development, a structural method statement from a suitably qualified structural engineer to provide explanation as to how the new openings and wall will be formed between the listed building and extension, shall be submitted to and agreed in writing by the Local Planning Authority to ensure the not harm is caused to the stability of the building. Works shall be carried out in accordance with the approved details and retained as such thereafter. Reason: In order to preserve the special architectural and historic character of the Heritage Asset in accordance with section 66(1) and/or 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended), Policy LP19 of the Peterborough Local Plan (2019) and Chapter 16 of the National Planning Policy Framework (2024). Plans & documents submitted in support of the discharge of C4: - Structural Calculations for Alternations and Extensions at 15 West Street Helpston (dated April 2026) -15 West St Helpston letter (dated 17.06.2026) Assessment: Having reviewed the submitted details in conjunction with the supporting documentation, it is noted that the PCC has formally accepted the information provided. This acceptance demonstrates that the technical requirements have been satisfactorily addressed. On this basis, the evidence submitted is considered sufficient to enable the condition to be discharged, subject to implementation in accordance with the approved details. Conclusion: The details submitted relating to Condition 4 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the discharge of the condition. Condition 4 is hereby discharged, subject to implementation in accordance with the approved details.
Condition 5 – Solar Panel Details No development shall commence until detailed drawings and material samples for the solar panel on the proposed office in the rear outbuilding, have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in full accordance with the approved details. Reason: To safeguard the special architectural or historic interest and heritage significance of the building, in accordance with Policy LP19 of the Local Plan and Chapter 12 of the NPPF (2024). Plans & documents submitted in support of the discharge of C5: - Solar Planel Details WS-PR-PL-11 Assessment: The Conservation Officer has confirmed the details are acceptable, and the Case Officer agrees that the proposed dark, slim profile solar panels would not harm the character of the area; therefore, subject to satisfactory implementation, Condition C5 is met and can be discharged. Conclusion: The details submitted relating to Condition 5 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the discharge of the condition. Condition 5 is hereby discharged, subject to implementation in accordance with the approved details.
