  1. The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended).
  2.   3. No development shall take place until the applicant, or their agents or successors in title, have submitted a written programme and specification for the archaeological monitoring and recording to be reviewed and agreed in writing by the Local Planning Authority. The archaeological monitoring and recording must be undertaken by an Archaeologist and all groundwork or any other operations must be observed and recorded. Within three months of completion of the recording, the archaeological monitoring and recording report shall be submitted for archiving and notification of this process must be submitted to and reviewed by the Local Planning Authority. Reason: To ensure that features of archaeological interest are properly examined and recorded in accordance with Policy LP19 of the Peterborough Local Plan and the National Planning Policy Framework.
  4. The surface water drainage scheme shall be constructed in accordance with drawing Drainage Layout - WE-AD-03-04-25-02-05 - Rev 08 and the surface water drainage shall be implemented in full and operational prior to the occupation of the dwelling hereby approved. Reason: To prevent the increased risk of flooding and to improve and protect water quality, in accordance with policy LP32 of the Peterborough Local Plan 2019 and the National Planning Policy Framework 2026.
  5. Prior to occupation of the dwelling hereby approved written confirmation from Anglian Water must be submitted to and approved in writing by Local Planning Authority, confirming there is sufficient headroom at the water recycling centre to accommodate the foul flows from the development site. This condition shall cease to have effect if the development is first occupied after April 2030. Reason: To protect water quality, prevent pollution and secure sustainable development having regard to Policy W4 of the National Planning Policy Framework 2026 and Policy LP32 of the Peterborough Local Plan 2019.
  6. The development hereby permitted shall not begin unless and until a biodiversity net gain plan has been submitted to and agreed in writing with by the Local Planning Authority. The biodiversity net gain plan shall address the following matters: (a) information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the onsite habitat and any other habitat (b) the pre-development biodiversity value of the onsite habitat (c) the post-development biodiversity value of the onsite habitat (d) any registered offsite biodiversity gain allocated to the development and the biodiversity value of that gain in relation to the development (e) any biodiversity credits purchased for the development, and (f) such other matters as the Secretary of State may by regulations specify. Thereafter, the development shall be carried out in accordance with the agreed approved details. Reason: In accordance with the requirements of Schedule 14, Part 1 of paragraph 14 of the Environment Act 2021 and Policy LP28 of the Peterborough Local Plan (2019). This is a reminder of the statutory condition as outlined in the Environment Act.
  7. No development other than groundworks and foundations shall take place unless and until details of brick, roof tiles, windows and doors have been submitted to and approved in writing by the Local Planning Authority. The details submitted for approval shall include the name of the manufacturer, the product type, colour (using BS4800) and reference number. The development shall not be carried out except in accordance with the approved details. Reason: For the Local Planning Authority to ensure a satisfactory external appearance, in accordance with Policy LP16 of the Peterborough Local Plan (2019) and the National Planning Policy Framework (2024).
  8. Notwithstanding the submitted details, prior to the occupation of the development a scheme for soft landscaping of the site shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the following:- - Proposed finished ground and building slab levels - Planting plans including retained trees, species, numbers, size and density of planting - An implementation programme (phased developments only) - Proposed planting plans including trees, species, numbers, size and density - Position, type and recommended number of any biodiversity enhancements The soft landscaping shall be carried out within the first available planting season following completion of the development or first occupation (whichever is the sooner) or alternatively in accordance with a timetable for landscape implementation which has been approved as part of the submitted landscape scheme. Development shall be carried out in accordance with the submitted details. Any trees, shrubs or hedges forming part of the approved landscaping scheme that die, are removed or become diseased within five years of the implementation of the landscaping scheme shall be replaced during the next available planting season by the developers, or their successors in title with an equivalent size, number and species to those being replaced. Any replacement trees, shrubs or hedgerows dying within five years of planting shall themselves be replaced with an equivalent size, number and species. Reason: In the interests of visual amenity of the area and the enhancement of biodiversity, in accordance with Policies LP16, LP28 and LP29 of the Peterborough Local Plan (2019) and the National Planning Policy Framework (2026).
  9. If, during development, contamination not previously considered is identified, then the Local Planning Authority shall be notified immediately, and no further work shall be carried out until a method statement detailing a scheme for dealing with the suspect contamination has been submitted to and agreed in writing with the Local Planning Authority. The development shall thereafter not be carried out except in complete accordance with the approved scheme. Reason: To ensure potential risks arising from previous site uses have been fully assessed in accordance with Policy LP33 of the Peterborough Local Plan (2019) and the National Planning Policy Framework (2026).
  10. No development other than groundworks and foundations shall take place unless and until the details of external lighting (free-standing or building-mounted) has been submitted and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details and implemented prior to the commencement of use. Reason: In the interests of visual amenity of the area and biodiversity, in accordance with Policies LP16 and LP28 of the Peterborough Local Plan (2019) and the National Planning Policy Framework (2026).
  11. Before the development hereby permitted is first occupied, the proposed window(s) serving the ground floor bathrooms and first floor ensuite; shall be fitted with obscure glazing to a minimum of Pilkington Level 3. The obscure glazing shall be continuous and shall not incorporate any clear glazing features. The window(s) shall subsequently be retained as such in perpetuity. Reason: In order to protect the amenities of neighbouring occupants, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and the National Planning Policy Framework 2024.
  12. Prior to first occupation the vehicular access, parking and turning shall be laid out and completed in accordance with Existing and Proposed Master Plan - WE-AD-03-04-25-02-02 and retained in perpetuity. Reason: In the interest of highway safety, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and National Planning Policy Framework 2026
  13. The visibility splays at either side of the junction of 9 Eye Road Dogsthorpe Peterborough PE1 4SA; with the public highway shall be provided in accordance with drawing number Visibility Splay Plan -WE-AD-03-04-25-02-03. For the avoidance of doubt these splay lines shall measure 2.4 metres along the centre line of the proposed access from its junction with the channel line of the public highway and 43 metres measured along the channel line of the public highway from the centre line of the proposed access road. The visibility splays shall thereafter be retained and kept permanently clear of all obstacles above 600mm in height. Reason: In the interest of highway safety, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and National Planning Policy Framework 2026.
