Condition 9(a) , Partial Discharge (HBR and Disposal Strategy) The condition states: - (a) No works shall take place on site to disturb the floor coverings at ground floor, until a Written Scheme of Investigation demonstrating how the applicant shall record the floor coverings at ground floor to Historic England Level 3 standards, shall be submitted to and approved in writing by the Local Planning Authority. This report should include a disposal/retention strategy for the fabric consented to be removed/reinstated. (b) Subsequent to the discharge of part (a) the applicant shall abide by the WSI and the resulting building recording shall be submitted to and approved in writing by the Local Planning Authority within 6 months of work commencing. Within 3 months of the Historic Building Recording being approved by the LPA, it shall be submitted to the relevant Record Office. Reason: To record and advance understanding of the significance of the element of the heritage assets to be lost, in accordance with NPPF (2023) Paragraph 220, and section 66(1) and/or 72((1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended). Approved documents: Northborough Great Hall Floor Disposal and Retention Strategy, Plans 1 Northborough Great Hall Floor Disposal and Retention Strategy, Plans 2 Northborough Great Hall Floor Disposal and Retention Strategy Northborough Manor Project Design Assessment The submitted WSI is considered to align with Historic England's, Building Recording Guidance and provides a positive and acceptable approach to the recording of the building. With regard the retention strategy, this is in alignment with the approach of the works and retain the significant fabric. Conclusion The details submitted relating to condition 9(a) are acceptable to the Local Planning Authority and comply with the submission requirements of the respective part of the condition. Condition 9(a) is hereby partially discharged, subject to development being undertaken in strict accordance with the approved details.
Condition 11, Partial Discharge (Schedule of Works) The condition states: - Prior to the commencement of works to the relevant room a schedule of internal works on a room-by-room basis, indicating repairs or new works and finish treatments to ceilings, walls, floors, joinery and staircases, shall be submitted to and agreed in writing by the Local Planning Authority. All works shall be carried out in accordance with the approved details. Reason: In order to preserve the special architectural and historic character of the Listed Building; in accordance with section 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended), Policy LP19 of the Peterborough Local Plan (2019) and Chapter 16 of the National Planning Policy Framework (2023). PL14 E (24-10-04) Assessment The proposed schedule of works with regard the floor and roof are considered to be an appropriate conservation approach which retains the significance to the building. As such these elements are considered acceptable. The condition however covers various aspects of work of which the two elements herby submitted only two aspects. As such the remainder of the works is still required to be discharged. It is noted that Condition 7 has not been discharged however there is nothing with the submitted proposals which would require it to be discharged at this time. Conclusion The details submitted relating to condition 11 are acceptable to the Local Planning Authority and comply with the submission requirements of the respective part of the condition. Condition 11 is hereby partially discharged, subject to development being undertaken in strict accordance with the approved details.
