Discharge of condition C5 (archaeological monitoring and recording scheme) to planning permission 24/01306/HHFUL No development shall take place until an Archaeological Monitoring and Recording scheme to be undertaken by an archaeologist has been approved by the Local Planning Authority in order that groundwork operations may be observed and recorded. The Archaeological Monitoring and Recording scheme shall be in accordance with a written programme and specification, which has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that features of archaeological interest are properly examined and recorded in accordance with Policy LP19 of the Peterborough Local Plan and Chapter 16 of the National Planning Policy Framework. This is a pre-commencement condition because the scheme to be submitted for approval must be implemented before any works to alter or remove building fabric take place. Condition C5 can only be fully discharged upon receipt of a further discharge of conditions application following the completion of the agreed fieldwork, reporting and archiving in accordance with the Project Design document. Condition 5 is partially discharged. Conclusion: Subject to satisfactory implementation on site this condition is hereby partially discharged.
Discharge of conditions C6 (ecological management plan) to planning permission 24/01306/HHFUL No development shall take place (including demolition, ground works, vegetation clearance) until a construction ecological management plan (CEcMP: Biodiversity) has been submitted to and approved in writing by the local planning authority. The CEcMP (Biodiversity) shall include the following: a)Summary of potentially damaging activities. b)Identification of "biodiversity protection zones", as applicable. c)Practical measures (physical measures, sensitive working practices, and biosecurity measure) to avoid or reduce negative impacts during construction (may be provided as a set of method statements) d)The location and timing of sensitive works to avoid harm to biodiversity features. The times during construction, roles and responsibilities of an ecological clerk of works (ECoW need to be present on site to oversee works. e)Responsible persons and lines of communication. f)Use of protective fences, exclusion barriers and warning signs. The approved CEcMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: In the interests of the conservation and enhancement of biodiversity, in accordance with Policy LP28 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework 2023. This is a pre-commencement condition because the habitat restoration and management scheme will be an integral part of the development including during the construction works. Approved documents/details: - Construction Ecological Management Plan (CEcMP: Biodiversity) Allied Ecology May 2025 (created 17.02.2026) Assessment: The Wildlife Officer was consulted on this application and provided no objection. The consultee recommended the discharge of condition 5 and Officers consider that the information within the submitted Construction Ecological Management Plan addresses the requirements of the condition and the details are acceptable in line with LP28 of the Peterborough Local Plan (2019) and Section 15 of the National Planning Policy Framework (2024)(2025 as amended). Conclusion: Subject to satisfactory implementation on site this condition is hereby discharged.
