Planning conditions
  1. C3 No development other than groundworks and foundations shall take place unless and until details of materials have been submitted to and approved in writing by the Local Planning Authority. The details submitted for approval shall include the name of the manufacturer, the product type, colour (using BS4800) and reference number. The development shall not be carried out except in accordance with the approved details. Reason: For the Local Planning Authority to ensure a satisfactory external appearance, in accordance with Policy LP16 of the Peterborough Local Plan (2019) and Section 12 of the National Planning Policy Framework (2024)(2025 as amended). Approved Documents: - Site Plan and Construction Notes 01 - Elevations 03 - Porch -GA 07 - Sections 04 - Email Dated 28.04.2026 - Chimney Stack 12 - Dormer windows 16 Assessment: The Conservation Officer was consulted on this application and provided no objection, however, did raise that further specific information for the materials was required. This further information was received. The consultee recommended the discharge of condition 3 and Officers consider that the information within the submitted document addresses the requirements of the condition. Officers consider that the significance of the surrounding registered park and garden would be protected and that the details are acceptable in line with policy LP19 and provisions within the National Planning Policy Framework (2024)(2025 as amended). Conclusion: Subject to satisfactory implementation on site this condition is hereby discharged.
  2. C4 The development hereby permitted shall not begin unless and until a biodiversity net gain plan has been submitted to and agreed in writing with by the Local Planning Authority. The biodiversity net gain plan shall address the following matters: (a) information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the onsite habitat and any other habitat (b) the pre-development biodiversity value of the onsite habitat (c) the post-development biodiversity value of the onsite habitat (d) any registered offsite biodiversity gain allocated to the development and the biodiversity value of that gain in relation to the development (e) any biodiversity credits purchased for the development, and (f) such other matters as the Secretary of State may by regulations specify. Thereafter, the development shall be carried out in accordance with the agreed approved details. Reason: In accordance with the requirements of Schedule 14, Part 1 of paragraph 14 of the Environment Act 2021 and Policy LP28 of the Peterborough Local Plan (2019). This is a reminder of the statutory condition as outlined in the Environment Act. Approved details/documents: - 25/00924/FUL The Statutory Biodiversity Metric (received 21/05/2026) - Biodiversity gain plan (submission 03/02/2026 stated on form) - Biodiversity Net Gain Assessment (assessment date 02/02/2026) Assessment: The Wildlife Officer was consulted on this application and raised no objection. The consultee raised an issue with the submitted BNG metric regarding a missing reference number. This was amended and an updated version was received. Officers consider that the information within the submitted metric and BNG Plan addresses the requirements of the condition, and the details are acceptable in line with policy LP28 of the Peterborough Local Plan (2019) and Schedule 14, Part 1 of paragraph 14 of the Environment Act 2021. Conclusion: Subject to satisfactory implementation on site this condition is hereby discharged.
  3. C5 No development shall take place (including demolition, ground works, vegetation clearance) until a construction ecological management plan (CEcMP: Biodiversity) has been submitted to and approved in writing by the local planning authority. The CEcMP (Biodiversity) shall include the following: a) Summary of potentially damaging activities. b) Identification of "biodiversity protection zones", as applicable. c) Practical measures (physical measures, sensitive working practices, and biosecurity measure) to avoid or reduce negative impacts during construction (may be provided as a set of method statements) d) The location and timing of sensitive works to avoid harm to biodiversity features. e) The times during construction, roles and responsibilities of an ecological clerk of works (ECoW need to be present on site to oversee works. f) Responsible persons and lines of communication. g) Use of protective fences, exclusion barriers and warning signs. The approved CEcMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: In the interests of the conservation and enhancement of biodiversity, in accordance with Policy LP28 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework (2024)(2025 as amended). This is a pre-commencement condition because the habitat restoration and management scheme will be an integral part of the development including during the construction works. Approved details/documents: - Construction Ecological Mitigation and Ecological Enhancement Plan (CEcMP and EEP) (date 04/02/2026) Assessment: The Wildlife Officer was consulted on this application and raised no objection. The Officer does note that to reduce negative impacts on nocturnal wildlife it is preferred to see the use of lighting below 3000 kelvin, not the 4200 kelvin recommended within the Preliminary Ecological Assessment (PEA) and the Construction Ecological Mitigation Plan (CEMP), however, as no additional lighting is expected as part of the application, in this instance, this would be acceptable. Officers consider that the information within the submitted Construction Ecological Management Plan addresses the requirements of the condition, and the details are acceptable in line with policy LP28 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework (2024)(2025 as amended). Conclusion: Subject to satisfactory implementation on site this condition is hereby discharged.
  4. C 6 No development other than groundworks and foundations shall take place unless a scheme for biodiversity enhancements as recommended by the Bat Emergence and Retry Survey, shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include the position, type and number of enhancements proposed. All enhancements shall be installed using accepted best practice and retained thereafter. Reason: In the interests of visual amenity of the area and the enhancement of biodiversity, in accordance with Policies LP16, LP28 and LP29 of the Peterborough Local Plan (2019) and Section15 of the National Planning Policy Framework (2024)(2025 as amended). Approved details/documents: - Construction Ecological Mitigation and Ecological Enhancement Plan (CEcMP and EEP) (date 04/02/2026) Assessment: The Wildlife Officer was consulted on this application and raised no objection. Officers consider that the information within the submitted Ecological Enhancement Plan addresses the requirements of the condition, and the details are acceptable in line with policies LP16, LP28 and LP29 of the Peterborough Local Plan (2019) and Chapter 15 of the NPPF (2024)(2025 as amended). Conclusion: Subject to satisfactory implementation on site this condition is hereby discharged.
  5. C7 No development shall take place until a Habitat Management and Monitoring Plan addressing the creation of mitigation and compensation habitat as outlined within the Biodiversity Metric. The HMMP shall include the following: a) Purpose and conservation objectives for the proposed works. b) Review of site potential and constraints. c) Detailed design(s) and/or working method(s) to achieve stated objectives. d) Extent and location/area of proposed works on appropriate scale maps and plans. e) Type and source of materials to be used where appropriate, e.g. native species of local provenance. f) Timetable for implementation demonstrating that works are aligned with the proposed phasing of development. g) Persons responsible for implementing the works. h) Details of initial aftercare and long-term maintenance. i) Details for monitoring and remedial measures. j) Details for disposal of any wastes arising from works. The HMMP shall be implemented in accordance with the approved details and all features shall be retained in that manner thereafter. The use of the recently released Habitat Management and Monitoring Plan Template (HMMPT) would be strongly recommended in order to demonstrate how the habitats responsible for demonstrating a Biodiversity Net Gain are created, managed and monitored. Reason: In the interests of the visual appearance of the development and the enhancement of biodiversity, in accordance with Policies LP16, LP28 and LP29 of the Peterborough Local Plan (2019) and Chapter 15 of the NPPF (2024)(2025 as amended). This is a pre-commencement condition because the habitat restoration and management scheme will be an integral part of the development including during the construction works. Approved details/documents: - Habitat Management and Monitoring Plan (report date 02/02/2026) Assessment: The Wildlife Officer was consulted on this application and raised no objection. Officers consider that the information within the submitted Habitat Management and Monitoring Plan addresses the requirements of the condition, and the details are acceptable in line with policies LP16, LP28 and LP29 of the Peterborough Local Plan (2019) and Chapter 15 of the NPPF (2024)(2025 as amended). Conclusion: Subject to satisfactory implementation on site this condition is hereby discharged.
  6. (a) Prior to commencement of any works on site, a Written Scheme of Investigation demonstrating how the applicant shall record the building/structure to Historic England Level 2 standards, shall be submitted to and approved in writing by the Local Planning Authority. (b) Subsequent to the discharge of part (a) the applicant shall abide by the WSI and the resulting building recording shall be submitted to and approved in writing by the Local Planning Authority within 6 months of work commencing. Within 3 months of the Historic Building Recording being approved by the LPA, it shall be submitted to the relevant Record Office. Reason: To record and advance understanding of the significance of the element of the heritage assets to be lost, in accordance with the National Planning Policy Framework (2024) Paragraph 218. This is a pre-commencement condition as the recording needs to be carried out before the existing building/structure are demolished. Approved Documents: - Written Scheme of Investigation Level 2 Historic Building Recording (issue no.2 28/04/2026) Assessment: The Conservation Officer was consulted on this application and provided no objection. Officers note that issue no.2 of the WSI for historic building recording was not submitted initially, however, this was provided during the course of the application. The Conservation Officer found this document acceptable. Officers consider that the information within the submitted WSI for Historic Building Recording addresses the requirements of part (a) of this condition, in line with policy LP19 and Chapter 16 of the National Planning Policy Framework (2024)(2025 as amended). This is for phased discharge, with full discharge to follow the submission to the LPA of resulting building recording within 6 months of commencing and then submission to the relevant Record Office within 3 months of approval from the LPA. Conclusion: Subject to satisfactory implementation on site this condition is hereby PARTIALLY discharged.
  7. C10 No demolition or development shall take commence until an archaeological mitigation strategy, including a Written Scheme of Investigation (WSI), has been submitted to, and approved in writing by, the Local Planning Authority (LPA). The WSI shall fulfil the requirements specified in a Brief issued by the Archaeology Services. Thereafter, for land that is included within the WSI, the demolition/development shall not take place except in complete accordance with the approved WSI. The approved WSI shall be implemented in full. The WSI shall detail the programme of archaeological work and include the statement of significance, research objectives, the programme and methodology of site investigation and recording, and the nomination of a competent person(s) or organisation to undertake the agreed works, with timetables and any phasing of work. It will also detail the programme for post-investigation assessment and subsequent analysis, publication and dissemination, and deposition of archival materials. This condition may be discharged in stages but shall not be fully discharged until the whole mitigation strategy set out in the WSI has been fulfilled to the satisfaction of the LPA. The typical stages for discharge are as follows: 1. Submission and approval of the WSI 2. Completion of the agreed fieldwork and post investigation assessment, as applicable 3. Reporting/publication 4. Archiving Should significant remains be encountered in the course of the fieldwork, the LPA shall be informed, and the applicant shall ensure that any such exposed remains are undisturbed until their significance can be determined and consideration of their reburial/retention in situ or other mitigation is addressed. Reason: To secure the requirement of the planning applicant or developer to mitigate the impact of their scheme on the historic environment, and to ensure investigation, recording, reporting and presentation of archaeological heritage assets affected by their scheme, in accordance with Policy LP19 of the Peterborough Local Plan (2019) and Section 16 of the National Planning Policy Framework (2024)(2025 as amended). This is a pre-commencement condition as the WSI must be submitted and approved before any demolition/development/change of land use or other work takes place. Approved details/documents: - Written Scheme of Investigation Archaeological Monitoring and Recording (issue no.2 19/03/2026) Assessment: The Archaeological Officer has advised the part of the condition pertaining to submission may be discharged. The submitted document is acceptable in line with policy LP19 of the Peterborough Local Plan (2019) and Section 16 of the National Planning Policy Framework (2024)(2025 as amended) , and a partial discharge is provided to allow these works to be undertaken on site. Condition C10 can only be fully discharged upon receipt of a further discharge of conditions application following the completion of the agreed fieldwork (as part of the mitigation strategy), reporting and archiving in accordance with the WSI. Conclusion: Subject to satisfactory implementation on site this condition is hereby PARTIALLY discharged.
