Planning conditions
  1. Condition 12 of 24/00905/REM (Phase 2A): No development above DPC level shall take place until provision has been made for fire hydrants in accordance with a scheme to be submitted to and approved in writing by the Local Planning Authority. The scheme shall thereafter be implemented in accordance with the approved details. Prior to the first occupation of any dwelling to be served by the scheme, written confirmation shall be submitted to and approved in writing by the Local Planning Authority that the scheme has been implemented for the occupations it relates to and is certified as being ready for use. Reason: In the interest of community safety and to ensure that adequate supplies are available for firefighting, in accordance with Policy LP16 of the Peterborough Local Plan (2019). Documents and drawings submitted for Condition 12: - WN00228541_5_of_6_0_Rev 38.8 Assessment: Condition 12 was original partially discharged under reference 25/00435/DISCHG which secured the scheme (approved plan) for the location of the hydrants. The developers now wish to seek discharge of the relevant fire hydrants to allow occupation of Plots 261 - 267 and 270 - 272. As per drawing WN00228541_5_of_6_0_Rev 38.8 this includes hydrants FH/138056, FH/138055 and FH/138062. Cambridgeshire Fire and Rescue have been out to inspect the site and the above three hydrants in relation to the specific plots listed. The findings are as follows: • Plot 270: No fire hydrant appears to have been installed. • Plot 271 / 272: A hydrant is required at Plot 271; however, it has been installed at Plot 272. This appears to be due to Plot 271 being a private drive, requiring the main to terminate at Plot 272. While the hydrant is located in close proximity and may be acceptable, confirmation of compliance is still required. • Plot 267: A hydrant has been installed; however, the outlet is positioned too tightly against the chamber, preventing effective connection of a standpipe. • Plot 261: No fire hydrant appears to have been installed. As such, Cambridgeshire Fire and Rescue are not satisfied after site inspection and the requirements of the condition have not been met. Conclusion: As such the requirements of C12 for a scheme of fire hydrants has not fully been satisfied for Plots 261 - 267 and 270 - 272 and therefore the condition can not be discharged. For the avoidance of doubt, this relates only to the parcel of land known as Phase 2A within Ownership Area M.
