Condition 4 – Surface Water Drainage Prior to the commencement of the relevant part of the development, details of the surface water drainage connection shall be submitted to and approved in writing by the Local Planning Authority. The development shall not connect directly into the existing, silted gullypot. The connection must be made via an oblique connection directly onto the gully lateral pipe to ensure a free-flowing, self-cleansing system. The works shall be carried out in strict accordance with the approved details. Reason: To ensure an appropriate and effective drainage connection in accordance with LP32 of the Peterborough Local Plan (2019) and the NPPF (2024). Plans & documents submitted in support of the discharge of C4: - Proposed Site Plan and Scope of Works – 25057 C01.P2 Assessment: The Drainage Officer and Case Officer have confirmed that the submitted details are acceptable to discharge Condition 4. The revised gully pot connection, now shown at an oblique angle, is acceptable. Although Anglian Water requested a drainage strategy, this was not required in the original application or under Condition 4, so it would be unreasonable to request it now. Subject to proper implementation on site, Condition 4 is considered satisfied. Conclusion: The details submitted relating to Condition 4 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the discharge of the condition. Condition 4 is hereby discharged.
Condition 5 – Lighting details The lighting attached to the 6m lighting columns shall not exceed the obtrusive light limits specified for environmental zone E3 in the Institution of Lighting Professionals document 'Guidance Note 01:21, The Reduction of Obtrusive Light'. Reason: In order to protect and safeguard the amenity of the area and neighbouring residents, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and paragraph 187(e) of the National Planning Policy Framework (2024). Plans & documents submitted in support of the discharge of C5: - Thorlux Lighting South ERDC Exterior Calcs – 587153 R1 F3, submitted on 18th March 2026. Assessment: This condition is a compliance condition and does not require discharge. However, it is recommended that the applicant be required to demonstrate compliance with the condition—through measurement or calculation—when applying or if reasonable concerns arise about lighting levels. Conclusion: The condition 5 is a compliance condition and does not require to be discharged.
Condition 6 - Construction Traffic Management Plan No development shall take place until a Construction Traffic Management Plan has been submitted to and approved in writing by the Local Planning Authority. The Construction Management Plan shall include but not be limited to the following:- a) A scheme of chassis and wheel cleaning for all construction vehicles to include the details of location and specification of the system, together with hard surfacing laid between the apparatus and public highway in either concrete or tarmacadam, to be maintained free of mud, slurry and any other form of debris whilst in use. A contingency plan including if necessary the temporary cessation of all construction operations to be implemented in the event that the approved vehicle cleaning scheme fails to be effective for any reason. b) Haul routes to the site c) Hours of delivery. d) Banksman to ensure that vehicles can access the site upon arrival to ensure that there is no queuing on the public highway. e) Details of site compounds, storage area and contractor and visitor parking. f) Details of any temporary lighting which must not directly light the public highway. The development shall thereafter be carried out in accordance with the approved Construction Traffic Management Plan. Reason: In the interests of highway safety in accordance with Policy LP17 of the Peterborough Local Plan 2019 and Paragraph 115 of the National Planning Policy Framework 2024. This is a pre-commencement condition as the CMP needs to be in place before works start on site. Plans & documents submitted in support of the discharge of C6: - Proposed Site Plan and Scope of Works - 25057 C01.P2 - Proposed Site Plan - 25057 S03.P1 - Block Plan with Cleaning Facilities - 25057 S07 - Construction Management Plan February 2026 Assessment: The Highway Officer has reviewed the submitted information, and the details are acceptable to discharge this condition. The Case Officer agreed that the updated plans would not negatively impact the highway safety. Therefore, subject to satisfactory implementation on site, the requirements of C6 have been met. Conclusion: The details submitted relating to Condition 6 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the discharge of the condition. Condition 6 is hereby discharged.
