The proposal as submitted was not in accordance with local and national planning policy. The local planning authority have worked with the applicant in a positive and proactive manner based on seeking solutions to problems arising in relation to dealing with the planning application. Amendments were discussed and agreed with the applicant to bring the proposal into compliance with policy, and the application can therefore be approved in accordance with Paragraph 38 of the National Planning Policy Framework (2024).
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended).
The materials to be used in the construction of the external surfaces of the development hereby permitted shall match those used for the existing building. Reason: For the Local Planning Authority to ensure a satisfactory external appearance, in accordance with accordance with Policy LP16 of the Peterborough Local Plan (2019) the provisions of the NPPF 2024.
The development hereby permitted shall be carried out in accordance with the following plans: -Location Plan (Submitted on 18th March 2026) -Proposed Block Plan (Rev A, Submitted on 24th March 2026) -Proposed Floor/ Site Plan (Submitted on 18th March 2026) -Proposed Elevations (AK3348-04, Submitted on 18th March 2026) Reason: For the avoidance of doubt and proper planning.
The annexe hereby permitted shall not be occupied or used at any time other than for purposes ancillary to the residential use of the dwelling known as 61 Thistle Drive, and shall not be occupied, leased, or rented as a separate dwelling. Reason: This development is only acceptable as ancillary accommodation, in accordance with Policy LP34 of the Peterborough Local Plan 2019
