  1. Condition 4 – CEcMP No development shall take place (including demolition, ground works, vegetation clearance) until a construction ecological management plan (CEcMP: Biodiversity) has been submitted to and approved in writing by the local planning authority. The CEcMP (Biodiversity) shall include the following: a) Summary of potentially damaging activities. b) Identification of "biodiversity protection zones", as applicable. c) Practical measures (physical measures, sensitive working practices, and biosecurity measure) to avoid or reduce negative impacts during construction (may be provided as a set of method statements) d) The location and timing of sensitive works to avoid harm to biodiversity features. e) The times during construction, roles and responsibilities of an ecological clerk of works (ECoW need to be present on site to oversee works. f) Responsible persons and lines of communication. g) Use of protective fences, exclusion barriers and warning signs. The approved CEcMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: In the interests of the conservation and enhancement of biodiversity, in accordance with Policy LP28 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework 2024. This is a pre-commencement condition because the habitat restoration and management scheme will be an integral part of the development including during the construction works. Plans & documents submitted in support of the discharge of C4: - Construction Environmental Management Plan: Biodiversity (Report ref. 2025-60 R3 Final), dated 29/01/2026 Assessment: The Wildlife Officer has reviewed the submitted information, and the details are acceptable to discharge this condition. The Case Officer agreed that there would be no significant negative impact on the ecology of the area. Therefore, subject to satisfactory implementation on site, the requirements of C4 have been met. Conclusion: The details submitted relating to Condition 4 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the discharge of the condition. Condition 4 is hereby discharged.
  2. Condition 5 – Tree Protection Plan No development or other operations shall commence on site in connection with the development hereby approved, (including any tree felling, tree pruning, demolition works, soil moving, temporary access construction and or widening, or any operations involving the use of motorised vehicles or construction machinery) until a Tree Protection Plan has been submitted to and approved in writing by the Local Planning Authority. No development or other operations shall take place except in complete accordance with the approved Tree Protection Plan. Any fencing for the protection of any retained tree shall be undertaken in accordance with the approved plans and particulars before any equipment, machinery or materials are brought on to the site for the purposes of the development, and shall be maintained until all equipment, machinery and surplus materials have been removed from the site. Reason: In order to protect and safeguard the amenities of the area, in accordance with Policies LP16 and LP29 of the Peterborough Local Plan (2019). This is a pre-commencement condition because the approved tree protection plan must be in place pri- or to development commencing to ensure the trees are protected. Plans & documents submitted in support of the discharge of C5: - Tree Protection Plan (TPP-001) -email from Johnathan Harpham dated 31st March 2026. -Tree Protection Plan (TPP) – Outbuilding Works (Drawing Number: 2026-284_C5-OUT, received on 8th April 2026) Assessment: The Tree Officer and the Case Officer have reviewed the submitted information and clarification provided in the email. The details submitted are acceptable to discharge this condition. The Case Officer agreed that the submitted TPP would be acceptable, therefore, subject to satisfactory implementation on site, the requirements of C5 have been met. Conclusion: The details submitted relating to Condition 5 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the discharge of the condition. Condition 5 is hereby discharged.
  3. Condition 6 – Demolition Management Plan No development shall take place until a Demolition Management Plan has been submitted to and approved in writing by the Local Planning Authority. The Demolition Management Plan shall include, but not be limited to the following: - Method of Demolition - Disposal of Waste Material - Storage of Waste Material on site - Management of Noise - Operational Hours The demolition of the existing building on site shall be carried out in accordance with the approved Demolition Management Plan. Reason: To ensure appropriate measures are in place to protect residential amenity of the surrounding occupiers and highway safety, in accordance with Policies LP13 and LP17 of the Peterborough Local Plan 2019. This is a pre-commencement condition as the details of demolition is required before the development begins to ensure appropriate procedures are in place to protect the public. Plans & documents submitted in support of the discharge of C6: - Demolition Survey (Issued date: 19 December 2025) - Demolition Management Plan (dated February 2026) Assessment: The Pollution Control has reviewed the submitted information, and the details are acceptable to discharge this condition. Therefore, subject to satisfactory implementation on site, the requirements of C6 have been met. Conclusion: The details submitted relating to Condition 6 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the discharge of the condition. Condition 6 is hereby discharged.
  4. Condition 7 – Biodiversity Enhancement Startegy No development other than groundworks and foundations shall take place unless a scheme for biodiversity enhancements as proposed within The Phase 2 Bat Survey Report (Philip Parker Associates, September 2025), shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include the position, type and number of enhancements proposed. All enhancements shall be installed within the next available planting season, using accepted best practice and retained thereafter. Reason: In the interests of visual amenity of the area and the enhancement of biodiversity, in accordance with Policies LP16, LP28 and LP29 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework 2024. Plans & documents submitted in support of the discharge of C7: - Biodiversity Enhancement Strategy (Report ref. P2025-60 R4 Final), dated 29/01/2026 Assessment: The Wildlife Officer has reviewed the submitted information, and the details are acceptable to discharge this condition. The Case Officer agreed that proposed biodiversity enhancement would not negatively impact the biodiversity. Therefore, subject to satisfactory implementation on site, the requirements of C7 have been met. Conclusion: The details submitted relating to Condition 7 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the discharge of the condition. Condition 7 is hereby discharged.
  5. Condition 8 – Hard Landscaping Scheme No development other than groundworks and foundations shall take place unless a scheme for the hard landscaping of the site has been submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the following: - - Proposed finished ground and building slab levels - Hard surfacing materials The approved hard landscaping scheme shall be carried out prior to the occupation or commencement of use or in accordance with an implementation programme submitted to and approved in writing with the Local Planning Authority. Reason: In the interests of visual amenity of the area and the enhancement of biodiversity, in accordance with Policies LP16, LP28 and LP29 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework (2024). Plans & documents submitted in support of the discharge of C8: - Hard Landscaping Scheme DWG No: 2026-284_C8 - ALS10603/100/01 Topographical - Demolition Management Plan, dated February 2026 Assesment: The Highway Officer and the The Case Officer have reviewed the submitted information and the detials are not acceptable to discharge this condition. The driveway entrance in public highway does not comply with Peterborough Estate Roads Construction Specification 2025. Main Street, Southorpe (C44) and the grass verge up to the brick wall are part of the public highway, so any works to widen the driveway in this area require a Section 184 agreement, and becouse permeable paving is not permitted in the highway, the construction must follow Peterborough Estate Road Construction Specification 2025 tarmac standards, with at least 5m of hard-surfaced driveway to prevent debris being carried onto the road. Therefore, the requirements of C8 have not been met. Conclusion: The details submitted relating to Condition 8 are deemed not acceptable to the Local Planning Authority and do not comply with the submission requirements of the discharge of the condition. Condition 8 is hereby not discharged.
