- The proposed development would result in harm to the special architectural and historic interest and significance of the Listed Building. The carport, by virtue of its form and insufficiently justified design, would result in harm upon the listed building. Insufficient information and justification have been provided to demonstrate that the identified harm would be avoided or outweighed by public benefits. As such, the proposal is contrary to Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990, Policy LP19 of the Peterborough Local Plan (2019), and Section 16 of the National Planning Policy Framework (2024) (2025 as amended), as well as relevant Historic England guidance.
