- The proposed works would result in harm to the special architectural, historic interest and significance of the Listed Building. The carport, by virtue of its form and design, would result in harm upon the listed building. Insufficient information and justification have been provided to demonstrate that the identified harm would be avoided or outweighed by public benefits. Further, the removal of the internal wall would result in the unjustified loss of historic fabric, disruption to the building’s historic form, spatial layout, and internal character. As such, the proposal is contrary to Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990, Policy LP19 of the Peterborough Local Plan (2019), and Section 16 of the National Planning Policy Framework (2024) (2025 as amended), as well as relevant Historic England guidance.
