  1. Insufficient evidence has been provided to demonstrate that the proposed dog breeding enterprise is currently financially sound with a clear prospect of remaining so, has been planned on a sound financial basis or that it generates sufficient income to support the full-time worker upon which the proposed permanent rural worker's dwelling is justified. As such, the exceptional circumstances necessary to justify a permanent dwelling in relation to a business in the countryside have not been demonstrated. The proposal is therefore unacceptable in principle and contrary to Policy LP11 Part D of the Peterborough Local Plan (2019).
