  1. C19: Prior to the first occupation or commencement of use, details of an enclosed and secure cycle shelter to accommodate cycles shall be submitted and agreed in writing with the Local Planning Authority. This area shall thereafter be retained for the purposes of cycle parking in connection with the development in perpetuity. Reason: In the interests of highway safety and to encourage travel by sustainable modes, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Paragraph 115 of the National Planning Policy Framework 2024. Plans and documents submitted in support of the discharge of C19: - Cycle Store (Drawing Number: 2587-JSA-DR-A-07001. Assessment: Having reviewed the submitted plan, Officers consider the proposed details are acceptable and are in line with the Council's Local Plan policy LP13. The Applicant has increased the total cycle parking provision to 8x securely enclosed in a bike store and 4x additional Sheffield stands provided for visitors. This equates to 16 cycle parking spaces for the development and exceeds the requirements of the Local Plan. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 19 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 19 is hereby discharged, subject to implementation in accordance with the approved details.
  2. C20: Prior to the commencement of use, a Delivery Management Plan shall be submitted and approved in writing by the Local Planning Authority. The document shall include, but not be limited to the following: -Delivery hours -Vehicle sizes -Delivery procedures -Outline any reduced parking provision during deliveries (on or off street parking) The Delivery Management Plan shall be implemented for all Deliveries to the new premises. Reason: In the interests of providing future proof parking facilities for users, in accordance with Policy LP13 of the Peterborough Local Plan 2019 and Paragraph 115 of the National Planning Policy Framework 2024. Plans and documents submitted in support of the discharge of C20: - Delivery Management Plan. Produced by Synergy Care Developments (Received 19.02.26). Assessment: Having reviewed the submitted plan, Officers consider the proposed details are acceptable and are in line with the Council's Local Plan policy LP13. The proposed delivery hours and servicing would be restricted to Monday to Friday (08:00am to 18:00pm), Saturday (09:00am to 13:00pm) and Sunday and Bank Holidays (No delivery). Vehicle sizes have been reviewed against the delivery management plan and are acceptable for the use and size of the site. This detail is fed into the delivery procedures which have been drafted to reduce parking pressure at peak times and during deliveries. No adverse impacts are noted. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 20 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 20 is hereby discharged, subject to implementation in accordance with the approved details.
  3. C25: Prior to installation and operation, the full details of the make, model, location, sound power level and frequency spectrum data of any mechanical plant, extraction or filtration equipment shall be submitted to and approved in writing by the Local Planning Authority. The rating level of noise emitted from the extraction system shall not exceed 40 LAeq(1hr) between the hours of 07:00hrs and 23.00hrs, and 37dB LAeq, 15 minutes at any time. The noise levels should be determined at the nearest noise sensitive premises. The measurements and assessment should be made according to BS:4142:2014. All ventilation of steam and cooking fumes to the atmosphere should be suitably filtered to avoid nuisance from smell, grease or smoke to persons in neighbouring or nearby properties. Thereafter the development shall be implemented in accordance with the approved details, including any necessary mitigation, and shall thereafter be retained and maintained as such in perpetuity. Reason: In order to protect and safeguard the amenity of the area and neighbouring residents, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and paragraph 187(e) of the National Planning Policy Framework (2024). Plans and documents submitted in support of the discharge of C25: - Proposed Kitchen Layout (Drawing Number: 2587 Rev A). - Plant Room Layout (Drawing Number: C2127/M0/016 Rev P1). - Third Flood Mechanical Services (Drawing Number: C2127/M1/301 Rev P01). - Roof Layout (Drawing Number: C2127/M1/401 Rev P01). - Kitchen Canopy Details (Drawing Number:3020-01 Rev A). - Ductwork Details (Drawing Number: 3020-02 Rev A). - Wiring Details (Drawing Number: 3923-03 Rev C). - Rigid Duct Systems (Received: 19.02.26). - SF Xtra Sound Attenuator (Received: 19.02.26). Assessment: The applicant has not provided sufficient details regarding odour assessment and mitigation. Due to the proximity to nearby residential dwellings there is the potential for odour from the operation of kitchens serving hot food. Guidance prepared by the Department for Environment, Food and Rural Affairs should be followed. Further commentary on this is available within the comments supplied by the City Council's Environmental Health Officer who has objected. Additionally, the applicant has not provided any details regarding noise from the kitchen extract. Limits are detailed with C25, therefore noise associated with the plant will also require assessment and if necessary, mitigation to ensure specified limits are not exceeded. Any details or reference to ASHP located on the roof of the development have not been submitted. As such, the details submitted are not acceptable to the Local Planning Authority and conditon 25 cannot be discharged. Conclusion: The details submitted relating to condition 25 are not acceptable to the Local Planning Authority and fail to comply with the submission requirements of the condition.
  4. C26: Prior to occupation and use a glazing scheme shall be developed in accordance with Sound Advice Acoustics report ref: SA - 7969/Rev1m and submitted to and approved in writing by the Local Planning Authority. Where overheating is an issue, a the scheme shall be developed in accordance with Approved Doc O and where appropriate the Acoustic Ventilation and Overheating Residential Design Guide. Thereafter the development shall be implemented in accordance with the approved details, prior to the occupation of any unit to which it relates and shall thereafter be retained and maintained as such in perpetuity. Reason: In order to protect and safeguard the amenity of the area and neighbouring residents, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and paragraph 187(e) of the National Planning Policy Framework (2024). Plans and documents submitted in support of the discharge of C26: - Window Schedule 01 (Drawing Number: 2587-JSA-DR-A-03601 Rev B). - Window Schedule 02 (Drawing Number: 2587-JSA-DR-A-03602 Rev B). - Window Glazing Details (Received: 19.02.26). Assessment: The applicant proposes 4/16/4mm double glazing but has not provided evidence of its sound insulation performance. To achieve acceptable internal noise levels, glazing must meet Rw (C; Ctr) 29 (-1,4) dB or better. Given high external noise levels, windows will need to remain closed, which raises overheating concerns under Approved Document O. As both glazing and ventilation affect noise and overheating, dynamic thermal modelling is required. Until modelling is completed and any overheating suitably mitigated, the condition cannot be discharged, noting that windows must remain closed day and night. As such, the details submitted are not acceptable to the Local Planning Authority and conditon 26 cannot be discharged. Conclusion: The details submitted relating to condition 26 are not acceptable to the Local Planning Authority and fail to comply with the submission requirements of the condition.
  5. C27: Prior to occupation and use, a scheme which specifies the provisions for alternative ventilation of the development shall be submitted to and approved in writing by the local planning authority. Where appropriate the scheme shall comply with Approved Document F, Approved Doc O, and the Acoustic Ventilation and Overheating Residential Design Guide for design and acoustic specification purposes. Thereafter the development shall be implemented in accordance with the approved details, prior to the occupation of any unit to which it relates and shall thereafter be retained and maintained as such in perpetuity. Reason: In order to protect and safeguard the amenity of the area and neighbouring residents, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and paragraph 187(e) of the National Planning Policy Framework (2024). Plans and documents submitted in support of the discharge of C27: - SF Xtra Sound Attenuator (received: 19.2.2026). - Rigid Duct Systems Specification (received: 19.02.2026). Assessment: The applicant has indicated an intention to install Titon SF Xtra Sound Attenuators to provide background ventilation; however, the specific model has not been confirmed. The submitted Sound Advice acoustic report (ref. 25/00416/FUL) specifies that a Titon V25 with standard canopy (De,w 35 dB) is required. Notwithstanding this, the application does not include any assessment of potential overheating impacts. Additionally, noise generated from surrounding uses must be considered and factored into the assessment. Justification is required to demonstrate an alternative ventilation provision. As such, the details submitted are not acceptable to the Local Planning Authority and conditon 27 cannot be discharged. Conclusion: The details submitted relating to condition 27 are not acceptable to the Local Planning Authority and fail to comply with the submission requirements of the condition.
