Planning conditions
  1. C4 (bin storage) Prior to installation, details and locations of the proposed bin stores shall be submitted to and approved by the Local Planning Authority. The development shall be carried out in accordance with the approved details and retained in perpetuity thereafter. Reason: To preserve appearance streetscene and the setting of the adjacent conservation area and to ensure that the bin stores would not obstruct access to the parking area, in accordance with policies LP13, LP16 and LP19 of the Peterborough local Plan 2019 and the National Planning Policy Framework 2024. Plans and documents submitted in support of the discharge of C4: Proposed Parking Plan E048 DR PP31 Rev E Assessment: Having reviewed the submitted plan, the Officer considers that the proposed details for the bin storage are acceptable and are in line with the Council's Local Plan policy LP13. The proposed bin store locations are acceptable and would be clear of parking spaces so therefore unlikely to result in highway safety issues. The timber bin storage units located to the front of the property appear to be of good quality in appearance and are unlikely to clutter the streetscene or detract from the significance of the NDHA and the adjacent Conservation Area. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 4 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 4 is hereby discharged, subject to implementation in accordance with the approved details.
  2. C5 (noise assessment) a) Prior to installation, details shall be submitted to and approved in writing by the Council, of an enhanced sound insulation for party walls which seperate no.25 bedroom 2 to no.27 study (drawing 25 to 27 Burghley Road Proposed floor plans E048 DR A08 Rev A) and no.29 bedrooms 1 and 2 to no.31 lounge and dining room 29 to 31 Burghley Road Proposed FF and SF floor plans E048 DR A15 Rev A). b) Prior to occupation of the units, a post completion noise assessment shall be carried out where required to confirm compliance with the noise criteria and additional steps to mitigate noise shall be taken, as necessary. Approved details shall be implemented prior to occupation of the development and thereafter be permanently retained. Reason: Protecting the amenity of neighbouring occupiers in accordance with Policy LP17 of the Peterborough Local Plan (2019) and the National Planning Policy Framework 2024. Plans and documents submitted in support of the discharge of C5: NP-013417 Approved Doc E Design Report for planning NOVA Acoustics Ltd Assessment: Having reviewed the submitted information, the Officer agrees with the Council's Pollution Control Officer that the proposed details are acceptable and are in line with the Council's Local Plan policy LP17. The information submitted fulfills the critera of Part A of the condition. The report provided demonstrates that the required sound reduction is 43dB and the existing wall measures between 48 to 52dB. Part B is a post completion requirement and shall remain undischarged until the post completion noise assessment is submitted prior to occupation. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge Part A of the condition only. Conclusion: The details submitted relating to condition 5 Part A are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 5 Part A is hereby discharged, subject to implementation in accordance with the approved details. Part B remains not discharged until the post completion noise assessment is submitted prior to occupation.
  3. C8 (cycle parking) Prior to occupation of the dwellings, a scheme of cycle parking with details of the type of secure cycle stands and shelters for minimum of 10 cycles to be provided shall be submitted to and approved in writing by the Local Planning Authority. The cycle parking shall thereafter be installed in accordance with the approved details and thereafter retained. Reason: In order to ensure that sufficient and suitable cycle parking is available in accordance with policies LP13 and LP17 of the Peterborough Local Plan 2019 and the National Planning Policy Framework 2024. Plans and documents submitted in support of the discharge of C8: 10 space Amazon Eco Shelter Drawing 10 Space Amazon Eco Cycle Shelter Specification Sheet Proposed Parking Plan E048 DR PP31 Rev E Assessment: Having reviewed the submitted plan, the Officer agrees with Local Higwhays Authority that the proposed details are acceptable and are in line with the Council's Local Plan policy LP13 and LP17. The proposed cycle stores meet the minimum spacing requirements between the stand and wall, as well as size requirements to be compliant with LTN 1 20. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 8 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 8 is hereby discharged, subject to implementation in accordance with the approved details.
  4. C9 (external lighting) Prior to installation, details of any external lighting shall be submitted in writing to the local planning authority for approval. The development shall be carried out in accordance with the approved details and retained in perpetuity thereafter. Reason: In order to protect and safeguard amenity of the area, in accordance with policy LP17 of the Peterborough Local Plan 2019 and the National Planning Policy Framework 2024 Plans and documents submitted in support of the discharge of C9: Outdoor Lighting report Assessment: Having reviewed the submitted plan, the Officer agrees with both Pollution Control Officer and the Local Highway Authority that the proposed details are acceptable and are in line with the Council's Local Plan policy LP17. The submitted lighting design meets ILP GN01:21 and BS5489 requirements and are considered acceptable in this location. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 9 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 9 is hereby discharged, subject to implementation in accordance with the approved details.
