Planning conditions
  1. The development hereby permitted shall be commenced within three years of the date of the previous planning permission 17/00471/FUL originally issued on 5th March 2020. Reason: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended).
  2. The external materials for the building shall only be carried out in accordance with the following details: - BRICK: WEINERBERGER OLDE ESSEX RED MULTI - TILE: MARLEY ETERNIT FIBRE CEMENT SLATE - SHEET ROOFING (TO REAR LEAN TO): KINGSPAN MERLIN GREY PROFILED SHEET - RENDER (TO REAR WALL OF LEAN TO): STONE COLOUR - CLADDING: LARCH - TO BE NATURALLY WEATHERED (NO STAIN) Reason: For the Local Planning Authority to ensure a satisfactory external appearance, in accordance with Policy LP16 of the Peterborough Local Plan (2019) and Chapter 12 of the National Planning Policy Framework (2024).
  3. This permission shall endure only for the benefit of Sissons Farm, as included within the Submitted Site Location Plan, and shall not be sold, let or operated as an independent business. Reason: Permission would not otherwise have been forthcoming taking account that this is the diversification of an existing business in the open countryside, and in accordance with Policies LP2 and LP11 of the Peterborough Local Plan (2019) and Paragraph 88 of the National Planning Policy Framework (2024).
  4. The premises/building shall be used for wedding events and for no more than 40 additional non wedding events per calendar year, including (but not limited to) birthday celebrations, corporate functions and wakes. No further events shall take place without the prior written approval of the Local Planning Authority. Reason: In order to protect the character of the area, in accordance with Policies LP11, LP16 and LP27 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework (2024).
  5. The external lighting at the site shall be retained, operated and maintained in full accordance with the following plan and submitted details, comprising the following: L1 – Bollard Lighting – Leto Adjustable Spotlight (26536-COP): 1 unit; 1m in height; 3.6W LED (2700K); downward-facing with 150° spread. L2 – Safety Lighting – Seran Eyelid (55690): 9 units; mounted at 2.5m; 12W LED (6000K); ‘Seran eyelid’ type with 120° distribution. L3 – Garden/Foliage Lighting – Leto Adjustable Spotlight (26536-COP): 12 units; low-level (0.1m); 3.6W LED (2700K); downward-facing at 110°, directed across paths. L4 – Car Park Lighting – Lifford Floodlight AC 100W 4000K: 2 units; mounted on 6m columns; 100W LED (4000K); downward-facing with 120° coverage. L5 – Coloured Effect Lighting – Collingwood Colour Charge LED (UL030RGBW): 2 units; mounted at 4m; dimmable LED (max 12W, CRI >80); fixed direction and directed only at the building. L6 – Decorative Lighting: 4 units for decorative purposes. All lighting shall be operated in accordance with the tolerances applicable to Environmental Zone E1 as set out by the Institute of Lighting Professionals (2021), and no additional external lighting shall be installed without the prior written approval of the Local Planning Authority. The lighting scheme shall thereafter be retained and maintained as such in perpetuity. Reason: The application site is situated within an isolated location in the open countryside and in the interest from the protecting this area from unacceptable levels of sky glow, in accordance with Policies LP16 and LP27 of the Peterborough Local Plan (2019).
  6. The dedicated pedestrian crossing point between the approved car parking area and the venue, across the existing farm track, shall be provided in accordance with the following approved plans and shall thereafter be retained and maintained in perpetuity for the lifetime of the use unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interest of providing a dedicated crossing point within the site, and pedestrian safety, in accordance with Policies LP13 of the Peterborough Local Plan (2019) and Paragraph 115 of the NPPF (2024).
  7. The uses hereby approved shall be operated in accordance with the Acoustic Associates, May 2018 Report, Sissons Farm Noise Management Scheme (December 2018) and email correspondence between Sissons Farm and Peterborough City Council February 2020. The Noise Management Scheme which controls noise emanating from the site shall adhere to the following noise limits: The LAeq,5min level, between 10:00 and 23:00, measured 1 metre outside a window to a habitable room, with entertainment taking place shall be no more than 3 dB higher than the representative LAeq,5min level measured from the same position, under the same conditions and during a comparable period with no entertainment noise taking place; The LAeq,5min level, between 23:00 and 10:00, measured 1 metre outside a window to a habitable room, with entertainment taking place, shall show no increase when compared with the representative LAeq,5min level measured from the same position, under the same conditions and during a comparable period with no entertainment noise taking place; The LAeq,5min, at any time, in the 63Hz and 125Hz octave bands measured 1 metre outside a window to a habitable room, with entertainment taking place shall be no more than 3 dB higher than the representative LAeq,5min in the 63Hz and 125Hz octave bands measured from the same position, under the same conditions and during a comparable period with no entertainment noise taking place. Should noise complaints be received, the Local Authority would expect the operator to be able to demonstrate compliance with these noise levels. Reason: In the interest of protecting neighbour amenity, in accordance with Policy LP16 of the Peterborough Local Plan (2019) and Chapter 15 of the NPPF (2024) as amended (2025).
  8. With respect to any external plant (air conditioning units etc) installed in association with the proposed wedding and events venue, the level of plant noise emitted from the site should not exceed 30 dB LAeq, 15 minutes. The noise levels should be determined at (the nearest noise sensitive premises. The measurements and assessment should be made according to BS:4142:2014. Reason: In the interest of protecting neighbour amenity, in accordance with Policy LP16 of the Peterborough Local Plan (2019) and Chapter 15 of the NPPF (2024).
  9. The development hereby permitted shall be carried out in accordance with the following approved plans: - Acoustic Associates, May 2018 Report - Sissons Farm Noise Management Scheme (December 2018) - Email correspondence between Sissons Farm and Peterborough City Council February 2020 - 004A - Location Plan - EXTG SP Rev A - Existing Site Plan - 005A - Proposed Site Plan - 001B - Proposed Floor Plan 002A - Proposed North and South Elevations 003B - Proposed East and West Elevations - Lighting Plan C6 - Programme of archaeological Observation, Investigation, Recording, Analysis and Publication of works: Reason: For the avoidance of doubt and in the interest of proper planning.
