Upon assessment of the proposed change of use and following consultation with relevant bodies, it is considered that the proposed development would not result in any unacceptable impact upon the safety of the public highway, contaminated land, flood risk, noise from nearby commercial premises, conservation area, light provision, nursery and health centres and fire safety. As such, in accordance with Class R of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), the prior approval of the Local Planning Authority is required, and it is granted and the development may be commenced subject to conditions.
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with Schedule 2, Part 3, Class R of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
The proposed change of use hereby permitted shall be carried out in accordance with the following approved plans: - Site Location & Block Plan 25/285/01 Rev A - Proposed Floor Plan 25/285/06 Reason: For the avoidance of doubt and in the interests of proper planning.
The cycle parking scheme as shown on drawing 25/285/01 Rev A shall be implemented prior to the first occupation of the B2 use hereby permitted and shall thereafter be retained for the purposes of cycle parking in connection with the development in perpetuity. Reason: In the interests of highway safety and to encourage travel by sustainable modes, in accordance with Schedule 2 Part 3 Paragraph W(13) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
The vehicle parking scheme as shown on drawing 225/285/01 Rev A shall be implemented prior to the first occupation of the B2 use hereby permitted and shall thereafter be retained for the purposes of vehicle parking in connection with the development in perpetuity. Reason: In the interests of highway safety in accordance with Schedule 2 Part 3 Paragraph W(13) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
If, during development, contamination not previously considered is identified, then the Local Planning Authority shall be notified immediately, and no further work shall be carried out until a method statement detailing a scheme for dealing with the suspect contamination has been submitted to and agreed in writing with the Local Planning Authority. The development shall thereafter not be carried out except in complete accordance with the approved scheme. Reason: To ensure potential risks arising from previous site uses have been fully assessed in accordance with Schedule 2 Part 3 Paragraph W(13) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
The development hereby permitted shall only be carried out in strict accordance with the approved Flood Risk Assessment, ‘FLOOD RISK ASSESSMENT’ Reference: U0832 FRA-v1 Apr-26, including mitigation measures detailed within. Reason: To reduce the risk of flooding to the proposed development and future occupants in accordance with Schedule 2 Part 3 Paragraph W(13) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
