C37: Prior to the installation of any domestic microgeneration Air Source Heat Pump (ASHP) equipment which would not represent permitted development by virtue of Class G, Part 14 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended), full details of the ASHP equipment shall be submitted to and approved in writing by the Local Planning Authority. The ASHP equipment shall be installed in accordance with the approved details. Reason: In the interests of sustainability and to ensure the Local Planning Authority retains control of the development in the interests of visual and neighbour amenity. Assessment: Having reviewed the submitted documents, Officers take the view that the submitted documentation is acceptable to the Local Planning Authority. The findings of the Air and Acoustics ASHP Noise Assessment (ref. 100834, Revision 01) are acknowledged. The noise modelling presented indicates that sound levels produced by nearby ASHP units will remain below 37dB LAeq(5min) at the relevant receptor points, thereby meeting the requirement set out in MSC 020(a). Regarding noise impacts on the dwelling served by the ASHP, the assessment concludes that internal noise levels based on an assumed 15dB reduction through an open window will remain within acceptable limits. It remains the developer's responsibility to demonstrate that the ASHP installations comply with the relevant noise standards, and this response is based solely on the information provided within the submitted assessment. The City Council's Environmental Health Officer has no objection. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 37 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 37 is hereby discharged, subject to implementation in accordance with the approved details. This relates only to the residential parcel of Phase 1B (O-Land).
