Condition 23: Prior to the commencement of development on any individual tranche within an ownership area as identified on the approved Development Framework Plan (Plan no. PST021-DFP-101 Rev B), a Site Specific Construction Management Plan, which shall confirm compliance with the relevant Overarching Construction Management Plan pursuant to the ownership area within which the individual tranche is located (as secured under condition 22) shall be submitted to and approved in writing by the Local Planning Authority. The Site Specific Construction Management Plan shall include the following: (i) Construction access including details of the measures to ensure that all construction vehicles can enter the site immediately upon arrival and also the method of segregating construction traffic from general traffic/pedestrians and cyclists (as required); (ii) A scheme for parking of contractor's vehicles and details of the location of contractor's welfare/site office facilities; (iii) A scheme for access and deliveries showing adequate space for vehicles to park, turn, load and unload clear of the public highway or the main employment area access roads; (iv) Details of the location and layout of all materials storage and plant storage compounds. and (v) Details of the means of enclosure of the application site for the construction phase, including details of all types of fencing proposed and a plan showing the location of all the fencing. The above shall be prepared in conjunction with, and make reference to, the Great Crested Newt and Biodiversity Strategies for the relevant ownership area (as secured under conditions C33 and C34 respectively) and the tree protection details (as secured under condition 42) as appropriate. Notwithstanding the above, there shall be no deliveries to the site during peak hours (namely 8-9am and 4-6pm). The development shall thereafter be carried out in accordance with the approved Site Specific Construction Management Plans at all times. Documents/Drawings: Site Compound Plan H9287-SK01-CP 0 CEMP Plan H9287-SK01-E CEMP Fencing Plan H9287-SK02 CEMP Plan H9287-SK01-E Construction Environmental Traffic Management Plan Rev F Assessment Amendments have been received to address all points of the condition and the Local Highway Authority comments. The Construction Management Plan (CMP) accords with the overarching CMP discharged under 21/00323/DISCHG, which illustrates haul routes into the O Land parcel of Great Haddon. The development will be accessed via access A (as described on the drawings under this application) until 31st December 2026. It is understood that Access A will be shared with the schools construction team, however LPA have no significant concerns with both parties using this route. The CMP provides appropraite measures for managing traffic flow from Lodge Way to the compound. It is considered that all construction vehicles can safely access the site of the Lodge Way and appropriate stations are outlined for wheel washing to minimise potential for mud on the roads. It is understood that members of the public will begin to occupy the site later on in the year and show homes could be open as early from May 2026, therefore appropraite measures have been put in place for when the access and road will be shared with public traffic and construction vehicles. Whilst there is an outline of a storage compound on the construction access route plan, this does not form the approved layout and a standalone drawing for the compound layout has been provided [Site Compound H9287-SK01-CP 0]. Only this layout shall be regarding as approved. The compound provides parking, welfare and site office, compounds for materials and storage. With regards to constructing the plots in this area, the compound will inevitably reduce in size and the presence on site will be significantly reduced in the final stages of construction. All storage/vehicles will remain within a cordoned off area local to the plot. The Local Highway Authority raise no objection to the details, finding the wheel washing and banksman details acceptable. Whilst the LHA sought for the road sweeper to be used daily, the miimum provision of 3 times a week is considered acceptable by LPA Officers, as the CMP still allows for greater use should weather conditions worsen or requests from LHA. The document addreses the reuqirements of conditions C33 and C34 respectively and in regards to retained trees, those shown on the Hedgerow Strategy fig 8.12 2489LO/12 Rev C & Tree Retention and Removal Plan Figure 8.11 2489LO/11A Rev D have been confirmed to be outside the site itself and no further meausres are required. Conclusion Therefore, the requirements of Condition 23 have been fulfilled in relation to Phase 2 residential access A up to 31st December 2026. The applicants are required to re-apply to discharge condition 23 to satisfy the full merits of the condition and inform the LPA about the use of a new construction access, the Haul Route and any updates to procedures or compounds from 1st January 2027. Condition 23 for the Phase 2 residential parcel is partially discharged and the applicant is able to utilise Access A until 31st December 2026.
