Condition number 16 Prior to the commencement of each phase/sub-phase of development or any associated site clearance, a Construction Environmental Management Plan (CEMP) for that phase/sub-phase shall be submitted to and approved in writing by the Local Planning Authority. The CEMP shall include for each phase/sub-phase of the construction/site clearance: a) A scheme for the monitoring, reporting and control of construction noise and vibration including hours of working and scope for remedial action. b) A scheme for the control of dust and scope for remedial action in the event that dust is identified as an issue or any complaints are received. c) A scheme of chassis and wheel cleaning for all construction vehicles to include the details of location and specification of a fully working jetted drive-thru bath type wheel wash system together with hard surfacing laid between the apparatus and public highway in either concrete or tarmacadam, to be maintained free of mud, slurry and any other form of contamination whilst in use. A contingency plan including if necessary the temporary cessation of all construction operations to be implemented in the event that the approved vehicle cleaning scheme fails to be effective for any reason. d) Haul routes to the site and hours of delivery. e) Measures to ensure that vehicles can access the site upon arrival so there is no queuing on the public highway. f) Details of site compounds, storage area and contractor and visitor parking. g) Details of the site enclosure or part thereof and gated site security. h) Confirmation that tree protection measures are in place. i) A scheme for dealing with complaints. j) Details of any temporary lighting which must not directly light the public highway. The CEMP shall thereafter be adhered to throughout the relevant period of construction. Reason: In the interests of highway safety, residential amenity and ecological protection in accordance with policies LP13, LP17 and LP28 of the Peterborough Local Plan (2019). This is a pre-commencement condition because the details to be approved are required to be put in place before development commences for the duration of the development. Plans and documents submitted in support of the discharge of Condition16: - Construction Environmental Management Plan revision A, dated 12th January 2026 by GKL - CONSTRUCTION ENVIRONMENT MANAGEMENT PLAN ADDENDUM - PHASE 0 WORKS. CEMP Addendum - 25.02.2026 - Un-referenced plan showing location of Site Compound, received 2.3.26 - Hillwood Agent email of Neal Allcock, dated 11 February 2026 08:50 This condition is to be read in conjunction with 23/01567/DISCHG, that partially discharged the details of the CEMP, and states : Further details are required in order to discharge the condition in respect of the construction elements, including (but not limited to) haul routes and the specific layout within the contractors compound. These details will only be available once the applicant has appointed a contractor(s). Phase 0, to deliver an initial spine road, vole mitigation pond, soft landscaping and HV intake building (amongst other works), was originally approved under 23/01315/REM. The majority of the pre-commencement conditions were approved under application 23/01567/DISCHG. This included part discharge of condition C16 for the demolition of the farm buildings on Edgerley Drain Road. Subsequently, the Council approved a S.73 in 2025 (ref: 24/01555/WCPP) for the whole Flagship Park development site. Application 24/01555/WCPP encompasses the documents previously approved as part of Phase 0 under 23/01315/REM and 23/01567/DISCHG, save for the further details required for full discharge, as set out above. The remaining pre-commencement condition for Phase 0 (condition C7), was approved by the Council in early January this year under application 25/01307/DISCHG. This application now seeks to discharge the remainder of the requirements for the CEMP associated with Phase 0. The Local Highway Authority have raised the concern that a continency plan relating to the wheel washing facilities has not been included which is specified within the condition wording, , however it is considered that the suite of measures are sufficiently robust that this is not required at this time for this phase. As a result of the concerns of the PCC Environmental Health Team regarding the potential for the potential for impacts from temporary lighting of the site, the applicant agrees that this condition discharge submission is on the basis that no temporary lighting will be used. This is confirmed via the approval of Hillwood Agent email of Neal Allcock, dated 11 February 2026 08:50, as a document submitted to satisfy the condition discharge requirements. Conclusion The details submitted within the documents listed below for the partial discharge of condition C16 (CEMP- Part Phase 0 only) of planning permission 24/01555/WCPP are acceptable and the details for Phase 0 are now discharged. The CEMP shall thereafter be adhered to throughout the relevant period of construction.
