Condition 2: Discharged No development shall take place until a scheme to minimise the risk of offsite flooding caused by surface water run-off and groundwater during construction works and prevent pollution has been submitted to and approved in writing by the Local Planning Authority. The scheme shall subsequently be implemented as approved. Reason: To prevent the increased risk of flooding and to improve and protect water quality, in accordance with Policy LP32 of the Peterborough Local Plan (2019) and Chapter 14 of the National Planning Policy Framework (2024). The condition is pre-commencement as it would be unreasonable to require applicants to undertake this work prior to consent being granted and the details need to be agreed before construction begins. Plans and documents submitted in support of the discharge of C2: - Site-Wide Construction Surface Water Management Measures GTHAD-SWCSWM-02 Assessment: The overall drainage strategy for this parcel of land is a series of rain gardens, swales and gullies which connect through a pipe system into the large attenuation basin to the west of the site. The attenuation basin has an existing connection to a highway ditch with a restricted outfall. Within the construction site and as roads are built out, the Applicant will provide a range of measures to prevent silt entering the attenuation basin, such as gully bags and silt traps. Additional silt traps have been provided on the pond inlets and outfalls, as detailed on drawing THAD_SWMP_001_O Title SW management plan. The LLFA note that these are regularly inspected and if any damage is found will be replaced. The LLFA conclude that the applicant has provided sufficient detail to satisfy condition C2 and therefore recommend no objections. Conclusion: The details submitted relating to condition 2 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 2 is hereby discharged, subject to implementation in accordance with the approved details.
