Condition 38 - Phase 3a Discharged. Prior to commencement of each reserved matters for each parcel of land as identified on the approved Development Framework Plan (Plan no. PST021-DFP-101 Rev B), details of existing and proposed site levels including the finished floor levels of all new dwellings / buildings and any associated parking shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details. Reason: In the interests of visual and residential amenity, in accordance with Policy CS16 of the adopted Peterborough Core Strategy DPD (2011) and Policies PP2, PP3 and PP4 of the adopted Peterborough Planning Policies DPD (2012). This is a pre-commencement condition to ensure that no groundworks take place which may result in an unacceptable impact to the visual or residential amenity of the development. The Local Highway Authority raised concern the plans show yard gullies set 10mm below finished driveway level, and linear drainage channel with sump outlets. However, these items are not present on the drawings. The developer has confirmed that yard gullies and linear drainage channels are not required on this phase because all drives are permeable paved. These items have been removed from the key. The LHA notes that the driveway gradients are indicated by arrows. Some of these arrows show that surface water from the driveway will flow towards the proposed highway. Surface water from private land should be prevented from running onto the highway through yard gullies or linear drainage channels. The developer has confirmed fall arrows have been indicated on drives to depict the direction flows will travel. However, the driveways are fairly flat and constructed of permeable paving, so no surface water flows will enter the proposed highway. Officers are satisfied with the levels and use of SUDs to collect private water drainage. Finally, the LHA raised concern with the location of properties to the highway and the front entrance access routes, with potential for steps within 0.5m of the highway. Whilst this comment has been noted, the layout of the properties is not under review with this condition and the developer has confirmed there are no steps up to front doors. The examples highlighted are individual paving slabs. This application is only for the discharge of levels for Phase 3a and satisfies the pre-commencement requirement for that particular area only. Conclusion: The details submitted relating to condition 38 for Phase 3a are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 38 for Phase 3a is hereby discharged, subject to implementation in accordance with the approved details. A new applicaiton will be required to fdully satisify the entirity of the site (Phase 3b).
