Condition 23: Discharged for Phase 3a & Phase 3b Prior to the commencement of development on any individual tranche within an ownership area as identified on the approved Development Framework Plan (Plan no. PST021-DFP-101 Rev B), a Site Specific Construction Management Plan, which shall confirm compliance with the relevant Overarching Construction Management Plan pursuant to the ownership area within which the individual tranche is located (as secured under condition 22) shall be submitted to and approved in writing by the Local Planning Authority. The Site Specific Construction Management Plan shall include the following: (i) Construction access including details of the measures to ensure that all construction vehicles can enter the site immediately upon arrival and also the method of segregating construction traffic from general traffic/pedestrians and cyclists (as required); (ii) A scheme for parking of contractor's vehicles and details of the location of contractor's welfare/site office facilities; (iii) A scheme for access and deliveries showing adequate space for vehicles to park, turn, load and unload clear of the public highway or the main employment area access roads; (iv) Details of the location and layout of all materials storage and plant storage compounds. (v) Details of the means of enclosure of the application site for the construction phase, including details of all types of fencing proposed and a plan showing the location of all the fencing. Notwithstanding the above, there shall be no deliveries to the site during peak hours (namely 8-9am and 4-6pm). The development shall thereafter be carried out in accordance with the approved Site Specific Construction Management Plans at all times. Notwithstanding the above, there shall be no deliveries to the site during peak hours (namely 8-9am and 4-6pm). Reason: In order to protect the amenity of neighbouring residents; in the interests of highway safety and convenience; and to protect the ecological interest of the site including Orton Pit SAC/SSSI, in accordance with the National Planning Policy Framework, Policies CS14, CS16 and CS21 of the adopted Peterborough Core Strategy DPD (2011) and Policies PP3, PP4 and PP16 of the adopted Peterborough Planning Policies DPD (2012). This is a pre-commencement condition to ensure that no construction works take place which may pose an unacceptable risk to highway safety or neighbour amenity. Plans and documents submitted in support of the discharge of C23: Detail Compound Layout DCL001 Compound and Haul Road CL002 REV A Build route and Fencing Layout BUD047 01 Rev O Site Specific Construction Management Plan Phase 3a and Phase 3b Assessment: As per application NONMAT, the site is split within two phases (3a & 3b), therefore the site specific construction management plan has addressed this. The site does not contain any hedgerows for retention and whilst there some trees to the north of the site, these are not within the path of the haul road or within the site itself. PCC Tree Officer has no objection to the CMP. Furthermore, the construction activities will need to comply with the biodiversity strategy secured under 21/01852/DISCHG and the Great Crested New strategy under 21/01090/DISCHG. The hours of construction and delivery exclusion are in compliance with the requirements of the condition. (i) Construction access including details of the measures to ensure that all construction vehicles can enter the site immediately upon arrival and also the method of segregating construction traffic from general traffic/pedestrians and cyclists (as required); The plans submitted clearly illustrate the construction access through the wider site (using the existing haul road and access from the Great North Road) and how both phases will be accessed. To address the LHA comments an addendum was received which outlined how the crossing points for construction traffic across the western peripheral road will be managed by a banksman at each crossing point. Furthermore, wheel washing has been shown at these locations to minimise mud onto the public highway from deliveries. It should be noted that this haul route is existing and currently used to service Phase 1 and Phase 2a. There is a concern with the long term use of the section of the haul road directly to the west of the Phase 3a and Phase 3b given this sits on the proposed cycleway and pedestrian pathway which will serve as a main connection to the secondary school. Officers are happy with the use of this section of the haul road up to 1st September 2029 and it is understood that the construction of Phase 3b could extend beyond this date. Therefore, Officers will recommend the partial discharge of the condition, allowing construction activities for Phase 3a and 3b up to 1st September 2029. Should construction continue after that date, then a further discharge of condition will be required to propose an alternate haul road or further measures to manage construction traffic with the key route to the sceondary school. (ii) A scheme for parking of contractor's vehicles and details of the location of contractor's welfare/site office facilities; A plan has been provided to illustrate the location of contractor parking within the compound area. This is considered sufficient volume of parking. It is appreciated that towards the end of the development contractors parking, compound etc will be relocated to finalise those properties, however Officers note that Vistry are developing the wider site and therefore are satisfied that there are other compounds across the M Land parcel which can accommodate parking. (iii) A scheme for access and deliveries showing adequate space for vehicles to park, turn, load and unload clear of the public highway or the main employment area access roads; This has been satisfied on the accompanying plans. (iv) Details of the location and layout of all materials storage and plant storage compounds. This has been satisfied on the accompanying plans. A material compound and site compound containing parking and welfare units are located within Phase 3b but on the boundary with Phase 3a. (v) Details of the means of enclosure of the application site for the construction phase, including details of all types of fencing proposed and a plan showing the location of all the fencing. The fencing plan illustrates the split of the two parcels with the appropriate fencing to secure the development parcels. Conclusion: The details submitted relating to condition 23 are deemed acceptable for Phase 3a & 3b and comply with the submission requirements of the condition. Given the concerns raised above about the location of the haul road on the cycle and pedestrian pathway, Condition 23 is partially discharged and construction activities are permitted up to 1st September 2029. Should construction continue after that date, then a further discharge of condition will be required to propose an alternate haul road or further measures to manage construction traffic with the key route to the secondary school. Condition 23 is hereby partially discharged for Phases 3a & 3b, subject to implementation in accordance with the approved details
