  1. Based on the associated movements and activities, it is considered that the proposal would not be a 'light industrial' use and would therefore not fall under Class E(g). The proposed hand cash wash would result in a non E(g) use within the Business Park, contrary to the strategy to promote and develop the Peterborough economy as set out within Policy LP4 of the Peterborough Local Plan (2020) and the provisions of the NPPF (2024, as amended).
  2. The application fails to demonstrate that the proposal can operate safely and would not have an impact on highway safety and the wider highway network. The proposal is therefore considered contrary to Policy LP13 of the Peterborough Local Plan (2019) and the provisions of the NPPF (2024, as amended).
