  1. The application has been assessed based on the following documents and plans: Location Plan, Proposed Kerb Plan & Visibility Splays Plans: Existing & Proposed Floor Plan – 01 Heritage Statement dated 12th January 2026
  2. The proposed dropped kerb and subsequent parking area, would result in vehicles reversing onto a classified road in close proximity to the junction with Granville Street, with restricted visibility and street furniture obstructing access. The development is unable to provide adequate turning provision resulting in vehicles reversing onto Broadway which would result in an unacceptable highway safety risk. In addition, required pedestrian visibility splays cannot be achieved within the applicant’s control. The development therefore fails to provide a safe and suitable access for all users and is contrary to Policy LP13 of the Peterborough Local Plan and the National Planning Policy Framework (2024).
  3. The removal of the historic brick boundary wall would erode the coherent frontage and established character of the Park Conservation Area resulting in harm to the heritage asset and impacting the significance of the Locally Listed building. The resulting less than substantial harm is not outweighed by any public benefits and therefore conflicts with Policy LP19 of the Peterborough Local Plan, the Park Conservation Area Appraisal, and paragraph 215 of the Section 16 of the National Planning Policy Framework (2024).
  4. The proposed dropped kerb and crossover lie within the Root Protection Area of a protected street tree. Insufficient arboricultural information has been submitted, and the works would likely result in significant harm to the health and stability of the tree. The proposal therefore fails to comply with Policy LP29 (Trees and Woodland) of the Peterborough Local Plan and the National Planning Policy Framework (2024).
