C4: No development above slab level shall take place until a hard and soft landscaping scheme has been submitted to and approved in writing by the Local Planning Authority. This scheme shall comprise amongst other matters the following elements:- * Details of all hard surface materials *Details of the refuse storage area * Planning Plans including species and densities along with an implementation programme * A Landscape Master Plan setting out long term objectives, management responsibilities and a maintenance schedule The hard landscaping works shall be carried out in accordance with the approved details prior to first occupation of the building and the soft landscaping works in the first available planting season prior to occupation. Any trees, shrubs or hedges forming part of the approved landscaping scheme that die are removed, become diseased or unfit for purpose [in the opinion of the LPA] within five years of the implementation of the landscaping scheme shall be replaced during the next available planting season by the Developers, or their successors in title with an equivalent size, number and species being replaced. Any replacement trees, shrubs or hedgerows dying within five years of planting shall themselves be replaced with an equivalent size, number and species. Reason In the interests of the visual appearance of the development and the enhancement of biodiversity in accordance with Policies LP27, LP28 and LP29 of the Adopted Peterboough Local Plan (2019). Assessment: Having reviewed the submitted documentation, the Local Planning Authority take the view that the submitted information is deemed to be acceptable. An appropriate native species mix would allow for both ecological and aesthetic benefits to the site. The soft landscaping maintenance schedule is acceptable and outlines appropriate measures to ensure the vitality of the landscaping on site. The proposed landscaping would not pose a risk to highway safety by way of obstruct ring visibility splays or overhanging the highway. The City Council's Tree Officer, Wildlife Officer and the Local Highways Authority have no objection. The proposal is considered to be acceptable to the Local Planning Authority. The requirements of C4 have been met. Conclusion: The details submitted relating to condition 4 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 4 is hereby discharged, subject to implementation in accordance with the approved details.
C12: Prior to the commencement of any development a plan setting out how the ecological interests at and in the vicinity of the site will be protected during construction works, including during drainage works shall be submitted to and approved in writing by the Local Planning Authority. Construction shall thereafter take place in accordance with the approved details. Reason: In order to ensure that the ecological interest of the site is protected in accordance with Policy LP28 of the Adopted Peterborough Local Plan (2019). This is a pre-commencement condition because the measures to protect the County Wildlife Site need to be in place from the outset of works to avoid harm. Plans & documents submitted in support of the discharge of C12: - Email confirmation on appropriate methodology (Received: 12.02.2026). Assessment: C12 was part-discharged under ref. 24/01492/DISCHG. Following confirmation from the Applicant that the methodology of evidence of species listed on Schedule 9 of the Wildlife and Countryside Act (1981) as amended was recorded in accordance with the approved CeMP. The City Council's Wildlife Officer has no objection. Having reviewed the submitted documentation, the Local Planning Authority take the view that the submitted information is deemed to be acceptable. The requirements of C12 have been met. Conclusion: The details submitted relating to condition 12 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 12 is hereby discharged, subject to implementation in accordance with the approved details.
