C3: No development shall take place until a Construction Traffic Management Plan has been submitted to and approved in writing by the Local Planning Authority. The Construction Management Plan shall include but not be limited to the following:- a) A scheme of chassis and wheel cleaning for all construction vehicles to include the details of location and specification of the system, together with hard surfacing laid between the apparatus and public highway in either concrete or tarmacadam, to be maintained free of mud, slurry and any other form of debris whilst in use. A contingency plan including if necessary the temporary cessation of all construction operations to be implemented in the event that the approved vehicle cleaning scheme fails to be effective for any reason. b) Haul routes to the site c) Hours of delivery. d) Banksman to ensure that vehicles can access the site upon arrival to ensure that there is no queuing on the public highway. e) Details of site compounds, storage area and contractor and visitor parking. Reason: In the interest of highway safety, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Section 9 of the National Planning Policy Framework (2024). Plans and documents submitted in support of the discharge of C3: - Construction Traffic Management Plan Rev 4 - Dated March 2026. Assessment: Having reviewed the submitted plan, the Officer agrees with the Local Highways Authority that the proposed details are acceptable and are in line with the Council's Local Plan policy LP13. The Construction Traffic Management Plan Issue 4 includes new clarifications including Section 3.2 clarifies the Construction vehicle routing to and from the site and also in paragraph 3.2.1 All vehicles to follow the construction traffic routing. The wheel wash location and temporary storage is also now acceptable and would not impede the free flow of traffic. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 3 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 3 is hereby discharged, subject to implementation in accordance with the approved details.
C4: Development shall not commence until details of the entrance and exit between the proposed development and Paxton Road have been submitted and approved in writing by the Local Planning Authority. The details to specifically include, but not be limited to, road signs and markings to clarify the nature of the one-way road on exit and the type of surface, kerbing, cambers, drainage and construction thickness of the proposed car park. Reason: In the interest of highway safety in accordance with Policy LP13 of the Adopted Peterborough Local Plan and Section 9 of the National Planning Policy Framework (2024). Plans and documents submitted in support of the discharge of C4: - Setting Out - Tarmac & Floor Marking (Drawing Number: PL 130 Rev C). - Setting Out - Kerb & Gravel (Drawing Number: PL 300 Rev C). - Site Pedestrian Routes (Drawing Number: PL 130 Rev C). - Site Bay Dimensions (Drawing Number: PL 120 Rev C). - Vehicle Exit Splay (Drawing Number: PL 110 Rev C). - Site Signage & Vehicle Tracking (Drawing Number: PL 100 Rev C). Assessment: Having reviewed the submitted plan, the Officer agrees with the Local Highways Authority that the proposed details are acceptable and are in line with the Council's Local Plan policy LP13. Entry and exit is now curved/splayed to deter wrongful exit onto the one-way. Sign B & D are opposite the exit to be within the view of drivers leaving the site. This is now acceptable. More technical details will be secured through the S278, however the discharge of conditions is acceptable from a planning perspective. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 4 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 4 is hereby discharged, subject to implementation in accordance with the approved details.
C5: Development shall not commence until details of forward visibility measuring 20 metres measured at 1m intervals at an offset of 1m from the channel line shall be submitted to and agreed in writing by the Local Planning Authority, at the junction between the busway (Misterton) and Paxton Road in the horizontal alignment of the access roads and thereafter the visibility envelope maintained and retained free from any obstructions over a height of 600mm above finished ground level. Reason: In the interest of highway safety in accordance with Policy LP13 of the Adopted Peterborough Local Plan and Section 9 of the National Planning Policy Framework (2024). Plans and documents submitted in support of the discharge of C5: - Vehicle Exit Splay (Drawing Number: PL 110 Rev C). Assessment: Having reviewed the submitted plan, the Officer agrees with the Local Highways Authority that the proposed details are acceptable and are in line with the Council's Local Plan policy LP13. The substation approved under the parent permission has now been labelled as not being delivered. The recently approved substation (ref. 25/01146/FUL) has now been indicated and would not obstruct visibility splays upon exit. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 5 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 5 is hereby discharged, subject to implementation in accordance with the approved details.
