The Local Planning Authority considers the proposed use as a main town centre use. The application has not been accompanied by a sequential assessment to demonstrate that the proposed main town centre use could not be accommodated in other sequentially preferable locations. Therefore, the proposed development would contravene Policy LP12, Retail and Other Town Centre Uses strategy, of the Peterborough Local Plan (2019) and is unacceptable in principle.
By virtue of the introduction of a commercial planning unit within the confined residential setting, the proposal would not respond appropriately to the context of the site and would erode the established residential character of the immediate area. Therefore, the proposal would be contrary to LP16 of the Peterborough Local Plan (2019) and Section 12 of the National Planning Policy Framework (2024)(2025 as amended).
The proposed development would result in regular customer visits, vehicle movements and associated noise in close proximity to neighbouring dwellings. By virtue of the comings and goings associated with the Class E use, the proposal would give rise to a level of activity and disturbance that would be harmful to the residential amenity of neighbouring occupiers and future occupiers. Therefore, the proposal would be contrary to LP17 of the Peterborough Local Plan (2019) and Section 12 of the National Planning Policy Framework (2024)(2025 as amended).
The proposal fails to demonstrate that adequate facilities would be provided within the curtilage of the site to accommodate the parking and manoeuvring requirements of the proposed use. By virtue of the inadequate access width, the proposed parking spaces cannot be safely or conveniently accessed, and insufficient information has been provided to demonstrate adequate vehicle-to-pedestrian and vehicle-to-vehicle visibility splays. As a result, the manoeuvring of vehicles generated by the proposed development would have an adverse impact on the safety of users of the adjoining public highway. The proposal would therefore be contrary to LP13 of the Peterborough Local Plan (2019) and Section 9 of the National Planning Policy Framework (2024)(2025 as amended).
