  1. The design as proposed fails to conform to the local pattern of development, as well as inadequate unit sizes and poor levels of amenity given that the target tenancy would be for persons that require 24/7 care and additional needs such as physical disabilities, learning disabilities and autism. Given that 3 out of 4 units are only 37sqm, it has not been demonstrated that the units could be adequately adapted to accommodate additional care equipment or wheelchair uses without compromising on living space. The proposal compromises on the amenity of future residents and is wholly contrary to Policies LP16 and LP17 of the Peterborough Local Plan 2019 and the NPPF 2024.
  2. The proposed development provides a substandard access visibility outwards of the site to support the proposed use. It has not been demonstrated that the access is adequate for the proposed change of use and intensification of use from the site. Further, given the constraints within Grove Lane, which is both narrow and a Public Right of Way, so therefore shared by both pedestrians and vehicles, it is imperative for the applicant to demonstrate safe ingress and egress of the site. The proposal would be unacceptable due to the failure to demonstrate that there would be no detrimental impact on highway safety and would be contrary to LP13 of the Peterborough Local Plan and paragraph 115 of the NPPF 2024.
  3. This proposal is not considered to be in accordance with local and national planning policy. This has been discussed with the applicant, and it has not been possible to identify solutions to the concerns as set out in this decision.
