The proposal as submitted is in accordance with local and national planning policy and has been approved without amendment, in accordance with Paragraph 39 of the National Planning Policy Framework (2024). Therefore, there was no need for the local authority to work with the applicant to seek solutions to problems arising in relation to dealing with the application.
Subject to the imposition of the attached conditions, the proposal is acceptable having been assessed in the light of all material considerations, including weighing against relevant policies of the development plan
The development hereby permitted shall be begun before the expiration of three years from 19.04.2025, the date of the original permission 25/01078/HHFUL. Reason: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended).
The materials to be used in the construction of the external surfaces of development hereby permitted shall match those of submitted in the Application Form on 22nd of April 2025.. Reason: For the Local Planning Authority to ensure a satisfactory external appearance, in accordance with accordance with Policy LP16 of the Peterborough Local Plan (2019) and the provisions of the NPPF 2024.
The development shall be completed in accordance with the following approved plans: - Location Plan (Submitted on 29th November 2025) - Exisitng and Proposed Block (Drawing Number: 002) - Proposed Elevations (Drawing Number: 007 Rev B) - Proposed Ground and First Floor Plan (Drawing Number: 005 Rev A) Reason: To define the permission and for the avoidance of doubt.
Before the development hereby permitted is first occupied, the lower panes of the proposed the first floor rear windows (as shown on the plans) shall be fitted with obscure glazing to a minimum of Pilkington Level 3 and be non-opening. The obscure glazing of these panes shall be continuous and shall not incorporate any clear glazing features. The window(s) shall subsequently be retained as such in perpetuity. Reason: In order to protect the amenities of neighbouring occupants, in accordance with Policy LP17 of the Peterborough Local Plan (2019).
Notwithstanding the provisions of Classes A-C, Part 1, Schedule 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revoking and re-enacting that Order with or without modification), no windows on the North Elevation (Elevation 2) shall be inserted the development hereby permitted other than those expressly authorised by this permission or those expressly authorised by any future planning permission. Reason: In order protect the amenity of the adjoining occupiers, in accordance with Policy LP17 of the Peterborough Local Plan (2019) and paragraph 135(f) of the National Planning Policy Framework 2024.
