Planning conditions
  1. Condition 4 (Lighting) No development other than groundworks and foundations shall take place until a revised lighting scheme and lighting management plan, including a lux contour plan have been submitted to and approved in writing with the Local Planning Authority. The lighting shall not exceed the obtrusive light limits specified for environmental zone E3 in the Institution of Lighting professionals document Guidance Note 01:21, The Reduction of Obtrusive Light. Reason: In the interests of protecting future occupier residential amenity in accordance with Policy LP17 of the Peterborough Local Plan 2019 and paragraph 198 of the National Planning Policy Framework 2024. Plans & documents submitted in support of the discharge of C4: - Calculation Results, Exterior. Yaxley Loop (E) (Dated. 16.01.2026). - Calculation Results, Exterior. Boulevard (E) (Dated. 16.01.2026). - Recommended Maximum Values of Light Parameters for the Control of Obtrusive Light (Received. 21.01.2026). - Exterior Lux Contour (Drawing Number: 50CC04 RDG 54 ZZZ D E 1611 P08). Assessment: Having reviewed the submitted documentation, the Local Planning Authority take the view that the submitted information is deemed to be acceptable. The applicant has submitted a revised lighting plan External Lux Contour - 50CC04 RDG 54 ZZZ D E 1611 , complete with a detailed key, demonstrating the installation of appropriate lighting shields. Officers acknowledge that the residual light spill onto the highway will remain below the luminance levels of the highway street lighting. The Local Highways Authority have no objection. The proposal is considered to be acceptable to the Local Planning Authority. The requirements of C4 have been met. Conclusion: The details submitted relating to condition 4 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 4 is hereby discharged, subject to implementation in accordance with the approved details.
  2. Condition 6 (Cycle Parking) Prior to the commencement of use of the school or nursery, elevational details of the cycle shelter shall be submitted to and approved in writing with the Local Planning Authority. All cycle parking shall be made available for use prior to the commencement of use of the school or nursery and maintained in perpetuity. Reason: To ensure that sufficient car and cycle parking and turning remains available on site in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Chapter 9 of the National Planning Policy Framework (2024). Plans & documents submitted in support of the discharge of C6: - Landscape General Arrangement Plan (Drawing Number: 50CC04-LDA-01-ZZZ-D-L-2001). - Typical Details - Street Furniture Sheet 1 (Drawing Number: 50CC04-LDA-01-ZZZ-D-L-0502). Assessment: Having reviewed the submitted documentation, the Local Planning Authority take the view that the submitted information is deemed to be acceptable. 90.no covered cycle parking spaces are to be provided, 50 located to the north and 40 to the south of the site. This quantum is acceptable for the number of staff, students and visitors to the school. Details of the elevations have been provided and are accepted; Sheffield stands. The Local Highways Authority have no objection. The proposal is considered to be acceptable to the Local Planning Authority. The requirements of C6 have been met. Conclusion: The details submitted relating to condition 6 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 6 is hereby discharged, subject to implementation in accordance with the approved details.
  3. Condition 8 (Soft Landscaping) Notwithstanding the submitted details and prior to development above DPC, a scheme for the soft landscaping of the site shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall takes into account the realigned position of the MUGA and enhance the soft landscaping surrounding the sprinkler tank enclosure. Details submitted shall include: 1) Planting plans including, species, numbers, size and density of planting; 2) Position, type and recommended number of any biodiversity enhancements The soft landscaping (planting) shall be carried out no later than the first available planting season following first occupation of the development, or alternatively in accordance with a timetable for landscape implementation which has first been submitted to and approved in writing by the Local Planning Authority. Any trees, shrubs or hedges forming part of the approved landscaping scheme that die, are removed or become diseased within five years of the implementation of the landscaping scheme shall be replaced during the next available planting season by the developers, or their successors in title with an equivalent size, number and species to those being replaced. Any replacement trees, shrubs or hedgerows dying within five years of planting shall themselves be replaced with an equivalent size, number and species. Reason: In the interests of the visual amenity and security of the surrounding area, mitigation of the tree removal permitted and the enhancement of biodiversity, in accordance with Policies LP16, LP28 and LP29 of the Peterborough Local Plan (2019) and Chapter 15 of the National Planning Policy Framework 2024. The submitted documentation takes into account the realigned position of the MUGA and enhance the soft landscaping surrounding the sprinkler tank enclosure. A site wide soft landscaping scheme has also been provided. All of the documents submitted demonstrate planting plans including, species, numbers, size and density of planting all of which are accepted and would support ecological services on site. Both the City Council's Tree Officer and Wildlife Officer have no objection. The proposal is considered to be acceptable to the Local Planning Authority. The requirements of C8 have been met. Conclusion: The details submitted relating to condition 8 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 8 is hereby discharged, subject to implementation in accordance with the approved details.
  4. Condition 11 (External Materials) No development other than groundworks and foundations shall take place unless and until details of brick, roof coverings, cladding and glazing have been submitted to and approved in writing by the Local Planning Authority. The details submitted for approval shall include the name of the manufacturer, the product type, colour (using BS4800) and reference number. The development shall not be carried out except in accordance with the approved details. Reason: To ensure a satisfactory external appearance, in accordance with Policy LP16 of the Peterborough Local Plan (2019) and Chapter 12 of the National Planning Policy Framework (2024). Plans & documents submitted in support of the discharge of C11: - Building Elevations (Drawing Number: 50CC04 - LFA - 02 - ZZ - D - A - 0300 Rev C03). - Planning Condition 11 Supporting Statement (Received 02.03.26). Assessment: Having reviewed the submitted documentation, the Local Planning Authority take the view that the submitted information is deemed to be acceptable. The proposed materials are: - Anvil Cladding (RAL 1035 Pearl Beige). Manufacturer: Taylor Maxwel. - Rockpanel (RAL 3001 Signal Red). Manufacturer: Rockwool Ltd. - Sheerwater Silver Yellow Soft Mud Moulded Stock (Yellow). Manufacturer: Wienerberger. - Double glazed hermetically sealed units in accordance with EN 1279-3 (Glazing: Clear / Framing: RAL 5013). Manufacturer: Saint-Gobain Glass. - Flat roof waterproofing membrane bitumen cap sheet (Charcoal Grey). Manufacturer: Bauder. The proposed material palette would be in keeping with the character and appearance of the site and surrounding residential area, otherwise known as Phase 2 (O-Land) approved under Ref. 24/01033/REM. The proposed colour of the Rockpanel cladding (Signal Red) would complement that of the schools branding. This would help create a cohesive primary school site that is readily identifiable within the immediate context. The City Councils Urban Design Officer has no objection. The proposal is considered to be acceptable to the Local Planning Authority. The requirements of C11 have been met. Conclusion: The details submitted relating to condition 11 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 11 is hereby discharged, subject to implementation in accordance with the approved details.
  5. Condition 12 (Boundary Treatments) Notwithstanding the details on drawing 50CC04-LDA-01-ZZZ-D-L-2004 P01, prior to the construction of any boundary or internal fencing a revised scheme shall be submitted to and approved in writing with the Local Planning Authority. The fencing details must illustrate colour, layout and elevations. All fencing shall be implemented in accordance with the approved details. Reason: In the interests of visual affinity and achieving acceptable visibility splays to achieve safe access, in accordance with Policies LP13 & LP16 of the Peterborough Local Plan 2019 and Chapter 12 of the National Planning Policy Framework (2024). Plans & documents submitted in support of the discharge of C12: - Proposed Fencing Plan (Drawing Number: 50CC04-LDA-01-ZZZ-D-L-2004). - Typical Details - Fencing Interface Details (Drawing Number: 50CC04-LDA-01-XX-D-L-0510). - Typical Details - Fencing/Gates Sheet 1 (Drawing Number: 50CC04-LDA-01-XX-D-L-0505). Assessment: Having reviewed the submitted documentation, the Local Planning Authority take the view that the submitted information is deemed to be acceptable. The proposed fencing F1 to F6 are appropriate for the school site and would ensure good visual amenity and security for the site. To the west of the school site, a row of dwellinghouses run paralell to the boundary. The rear boundaries of the dwellinghouses would have a 1.8m boundary fence, that would back ont the 2.4m high weld mesh steel panel fence for the school fence. Whilst the double boundary treatments would sit side by side, their requirement is necessary for school safety purposes. The 2.4m high weld mesh steel panel fence is common around educaiton sites and would not detract from the character of the area. The Local Highways Authority have no objection. The proposal is considered to be acceptable to the Local Planning Authority. The requirements of C12 have been met. Conclusion: The details submitted relating to condition 12 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 12 is hereby discharged, subject to implementation in accordance with the approved details.
